Sealed bids were received for the Miller Road Water Main Extension Project. Water
Department Manager Bob Green recommends award of the contract to the low bidder,
McClain Excavating, in the amount of $109,505.50, which is 32% below the engineer's
estimate of $160,958.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The purpose of this memorandum is to recommend awarding McClain Excavating of
Peosta, Iowa, the construction contract for the installation of approximately 1,675 lineal
feet of 8 inch diameter water main with accessories for the Miller Road Water Main
Extension in the amount of $109,505.50. (Fund balance $225,000)
BACKGROUND
The Eagle Point Water Plant provides the city with its potable water through the city's water
distribution system. Currently the existing public water main ends at 1301 Miller Road.
Numerous residents of Miller Road have petitioned the City for water availability on Miller
Road in the city limits.
DISCUSSION:
The scope of this project consists of installing approximately 1675 feet of 8' diameter
ductile iron water main in the Miller Road Right of Way from the current terminus of the
existing water main near 1301 Miller Road to the end of pavement near 1869 Miller Road.
BID RESULTS:
Six bids were received on August 19, 2009 for this project. McClain Excavating Co., Inc.
of Peosta, Iowa submitted the low bid in the amount of $109,505.50. This amount is
$51,452.50 or 32% below the engineer's estimate of $160,958.00. A summary of the
bid proposals are as follows:

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE MILLER ROAD WATER
MAIN EXTENSION PROJECT CIP 740 1399
Whereas, sealed proposals have been submitted by contractors for the Miller
Road Water Main Extension Project (the project) pursuant to Resolution No.296-09 and
Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on
the 7t" day of August, 2009.
Whereas, said sealed proposals were opened and read on the 19t" of August,
2009 and it has been determined that McClain Excavating Company of Peosta, Iowa
with a bid amount of $109,505.50, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a public Improvement Contract for the Project is hereby awarded to McClain
Excavating Company, and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 8th day of septemb~r , 2009.
