Narrative Description: This property is located in the Jackson Park Historic District. Style/Year: pre-1884, Italianate style embodied in massing, bays, bracketed cornice. Designer/Builder: John McCoy, builder. Physical Description: large three-story parapet front apartment block with rectangular plan, two full- height three-sided bays frame the outer edges of the façade and a third is set off-center. Single door basement entrances are located between the bays, two being paired right of center. Supplemental elevated ground floor entries, set above the lower doors, have been paneled over and small windows inserted. There is a raised stone foundation but this is infilled with brick to the ground floor level across the lower façade. Straight stone lintels form nearly continuous belt courses across the lintel level of each floor. On the second floor the center window of each bay has a brick/stone voussoir arch and these add a polychromatic feel to the design. The south bay features two round columns that are based on lintel level brackets, and these are set beneath the cornice. The cornice traces the bay pattern and is surmounted with a shallow mansard roof-like cap. The south bay has a pedimented gable dormer cap as well, with a bulls eye window set into the gable end. There is a two-story rear brick wing, also on stone foundation. Alterations: removal of first floor level entrances and open stairs. Permits note re-roofing in 1982, alterations, repairs 1948 ($900), concrete block garage 1957, alterations multi-family dwelling 1965 (all as 919). Landscaping/Setting: the parcel ground level rises to the west, there is open space on three sides with the bluff base behind the building. 8. Narrative Statement of Significance: th Original Owner/Builder: James Green built a three-story brick residence “near 9” 30x40 with wings of 16x18, for $3,000 (Herald, November 24, 1872). th Builder T. C. Duddy began excavations for three two-story brick houses on the corner of 9 and Bluff (likely non-extant) in 1877. Duddy was called a “wire worker” and was credited with building seven new houses in the city counting these (Herald, August 5, 1877). Building History: A. Palmer owned parcel 5, Sub. of Lot 664 in October 1889 when this block was first sewered. The tap dates to August 4, 1902. Permits for 919 Bluff: alteration, $900 (1948), concrete block garage, $1,000 (1957), alteration $1,000 (1965). 1873-1874 directory lists James Green as residing Bluff ws 1 s Tenth 1899 lists 919 – Mrs. Palmer; 923 - D.
