Acting Public Works Director Gus Psihoyos recommends award of the following contracts to the Iow bidder in the case of Contract No.4 and the lone bidder for Contract No.3. Contract Contract Contractor Amount No.3 - Plumbing Portzen Construction $11,100 No.4 - Electrical Paulson Electric Company $19,294 Including Alternate Component $ 4,944 Total of All Selected Contracts Awarded: $35,338 It is also recommended that all bids be rejected for Contracts No.1 (Piers & Decking) and No.2 (Framing & Railing), because the bid price was over 10% of the probable cost estimate. The bids are summarized as follows: Contract Contractor No.1 -Wood Piers & Decking Conlon construction Co. Including Alternate Component No.2 - Wood Framing & Railing Conlon Construction Co. It is the intent of City staff, the Iowa DOT and the Dubuque County Historical Society to re-bid Contracts 1 and 2, and requests City Council authorization for same. It is further recommended that Contract No.1 and Contract No.2 be rebid. To not contribute to further delays, the bid award date requested is Wednesday, March 5, 2003, at 5:00 p.m. at the Carnegie Stout Public Library, Third Floor Auditorium, which would be a special meeting of the City Council. Van Milligen, City Manager FROM: Gus Psihoyos, Assistant City Engineer SUBJECT:Mississippi River Discovery Center Wetland Site Package II, Interior Walkways Project Iowa DOT No. STP-E-2100 (629) - - 81- 31 INTRODUCTION The enclosed resolutions provide for the award of the selected construction contracts associated with the Mississippi River Discovery Center (MRDC) Wetland Site Package II, Interior Walkways Project and rejecting the remaining construction contract bid proposals. BACKGROUND The Dubuque County Historical Society (DCHS) and the City as the local sponsor secured a Transportation Equity Act (TEA-21) Grant in the amount of $169,300 awarded by the Iowa Department of Transportation (Iowa DOT) for the MRDC Wetland Site Package II, Interior Walkways Project. Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the project would be more efficiently managed and would have more local contractor participation if the project could be bid locally through the City of Dubuque. The Iowa Department of Transportation will allow local bidding of a TEA-21 project if the project elements being bid are estimated to cost less than $100,000 each. To achieve this, the MRDC Wetland Site Package II, Interior Walkways Project was separated into four (4) individual projects. As stated, the project has been separated into four (4) individual projects, and are summarized as follows: Contract 1 - Wood Piers & Decking: Installation of (97 each - 10" diameter) wood support posts for interior walkways in cast- in-place concrete to 4'-0" below grade. Installation of deck boards for interior walkway surfaces. Contract 2 - Wood Framing & Railings: Construction of treated wood structure for interior walkways. Furnish and install all perimeter wood railings with metal handrails. Contract includes all cedar skirting and railing material. Finish metal handrails & seal cedar materials as per the specifications. Contract 3 - Plumbing: Installation of (2 each) hose bibs and (1 each) drinking fountain. underground cold water supply lines for new fixtures. Contract includes Contract 4 - Electrical: Installation of lighting and convenience receptacles for the interior walkways. Contract includes rough-in of all power and control wiring. The attached exhibit shows the Mississippi River Discovery Center Wetland Project area and the proposed interior walkway locations. BID RESULTS Sealed bid proposals were received on the MRDC Wetland Site Package II, Interior Walkways Project on February 6, 2003. The following is a summary of the bid proposals received for the multiple construction contract components: Contract 1 - Wood Piers & Decking: Conlon Construction Co. Dubuque, Iowa Estimate Bid Over/Under $88,825 $99,800 +12.4% Contract 3 - Plumbing: Portzen Construction Dubuque, Iowa Estimate Bid Over/Under $18,700 $11,100 -40.6% Contract 4 - Electrical: Paulson Electric Company Dubuque, Iowa Westphal & Company Dubuque, Iowa Estimate Bid Over/Under $26,180 $19,294 -26.3% $17,180 -34.4% Contract 4 - Alternate - Walkway Lighting: Paulson Electric Company Dubuque, Iowa Westphal & Company Dubuque, Iowa Estimate Bid Over/Under $8,415 $4,944 -41.2% $13,800 +64.0% DISCUSSION Upon receipt of the bid proposals, City staff, the Iowa DOT and the DCHS reviewed the multiple construction bid proposals. One bid proposal received did not have a signed bid bond and was not opened. All other bid proposals received were in compliance with the contract bid documents and both State and Federal regulations. The recommendation of City staff, the Iowa DOT and the DCHS is to award construction contracts for Contract No.3 (Plumbing) and No.4 (Electrical) and reject Contracts No.1 (Piers & Decking) and No.2 (Framing & Railing) based upon bid price, which were over 10% of the probable cost estimate. RECOMMENDATION I recommend the award of the selected construction contracts associated with the Mississippi River Discovery Center Wetland Site Package II, Intedor Walkways Project. RE-BID PROJECT SCHEDULE The re-bid project schedule for Contracts No.1 (Piers & Decking) and No.2 (Framing & Railing) will be as follows: Advertisement for Bids February 19th, 2003 Receipt of Bids March 4th, 2003 Award of Contract March 5th, 2003 BUDGET IMPACT The statement of probable cost for the MRDC Wetland Site Package II, Interior Walkways Project was $213,840. The contracts being awarded at this time total $35,338. The Dubuque County Historical Society has an TEA-21 Grant awarded by the iowa Department of Transpor[ation in the amount of $169,300 for the MRDC Wetland Site Package II, Interior Walkways Project. The projects will be funded with 20% Dubuque County Historical Society funds and 80% State/Federal funds up to the maximum grant amount. The City is the sponsor of the grant but will not have any funds contributed to the project. The project funding for the MRDC Wetland Site Package II, Interior Walkways Project is as follows: Dubuque County Historical Society (20%) $ 44,540 TEA-21 Grant (80%) $169,300 Total Project Funding $213,840 The balance of the TEA-21 Grant in the amount of $178,500 will be used to fund the remaining two (2) construction contracts which will be re-bid. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions awarding construction Contract No.3 (Plumbing) and No.4 (Electrical) and rejecting bid proposals for Contracts No.1 (Piers & Decking) and No.2 (Framing & Railing) associated with the Mississippi River Discovery Center Wetland Site Package II, Interior Walkways Project. PROJECT SCHEDULE Since this is a State/Federal funded project, the City is required to submit a request to the State for concurrence and authorization to proceed with the bidding. The City already has submitted a final draft of the bid documents, project plans, specifications for IDOT approval. The City has just recently received this authorization. RESOLUTION ADOPTING PLANS AND SPECIFICATIONS FOR THE MISSISSIPPI RIVER DISCOVERY CENTER WETLAND - SITE PACKAGE INTERIOR WALKWAYS PROJECT (CONTRACT 1 - WOOD PIERS AND DECKING, CONTRACT 2 -WOOD FRAMING AND RAILINGS, CONTRACT 3 - PLUMBING, CONTRACT 4 - ELECTRICAL) Whereas, on the 15th day of January, 2003, plans, specifications, form of contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for the Mississippi River Discovery Center Wetland - Site Package Il, Interior Walkways Project (Contract 1 -Wood Piers and Decking, Contract 2 -Wood Framing and Railings, Contract 3 - Plumbing, Contract 4 - Electrical). Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. ORDERING BIDS FOR THE MISSISSIPPI RIVER DISCOVERY CENTER WETLAND - SITE PACKAGE INTERIOR WALKWAYS PROJECT (CONTRACT 1 - WOOD PIERS AND DECKING, CONTRACT 2 -WOOD FRAMING AND RAILINGS, CONTRACT 3 - PLUMBING, CONTRACT 4 - ELECTRICAL) NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the Mississippi River Discovery Center Wetland - Site Package Il, Interior Walkways Project (Contract 1 -Wood Piers and Decking, Contract 2 - Wood Framing and Railings, Contract 3 - Plumbing, Contract 4 - Electrical), is hereby ordered to be advertised for bids for construction. BE IT FURTHER RESOLVED, that the amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved as a part of the plans and specifications heretofore adopted. That the City Clerk is hereby directed to advertise for bids for the construction of the improvements herein provided, to be published in a newspaper having general circulation in the City of Dubuque, Iowa, which notice shall not be less than four days nor more than forty-five days prior to the receipt of said bids at 2:00 p.m. on the 6th day of February, 2003. Bids shall be opened and read by the City Clerk at said time and will be submitted to the Council for final action at 6:30 p.m. on the 17th day of February, 2003.
