Gavin, President of Dubuque Trades and Labor Con- gress, addressed the Council and submitted a petition requesting the City Council to enact an ordinance instructing and authorizing the City Clerk, acting as Commissioner of Registration, to designate the larger industrial plants of the city as reg- istration places and make arrange- ments for conducting a registration at those places by him, or clerks acting for him, or in the alternative to designate the Metal Trades Build- ing at Fourth and Locust Streets as a place for registration during the evening hours of the dates on which the labor organizations hold their meetings, Councilman Murphy moved that the petition be referred to the City Solicitor for to submit a report back to the Council. Honorable Mayor and City Council City of Dubuque, Iowa Gentlemen: With reference to the claim of Charles Ii. Coffey for $80.44, which was referred to me for in- vestigation, it appears that the damage complained of was caused from an overflow of water from the approach of the new Julian Du- buque bridge. At these various times there was a very unusual downpour of rain. From my investigation of this claim, I do not believe that there is any liability om the part of the City and recommend that this claim be denied. Yours truly John J. Honorable Mayor and City Council City of Dubuque, Iowa Gentlemen: With reference to the claim of Mrs. Joe Ditto for $100.00 damages that was referred to me for investi- gation she claims that the damage was caused because of overflow from water coming from the new high bridge. That the Secretary of the Bridge Commission stated that was the cause and that she should file claim with the City of Dubuque. From my investigation of this matter, I do not believe that there is any liability upon the part of the City and recommend that the claim be denied. Yours truly John W. Kintzinger, City Solicitor. Honorable Mayor and City Council City of Dubuque, Iowa. Gentlemen: Upon investigation of this claim I find that on or about July 4, 1944, at 2:45 A. M., the claimant, while walking on Washington Street, trip- ped and fell on a sidewalk where two sidewalks joined and one was somewhat higher than the other; that she struck her nose and went to a doctor. She claims $3.00 for doctor's fees, and $24.80 for loss of time. After discussion of this mat- ter with her, she had agreed to ac- cept $18.00 in full settlement. I reconunend that a warrant be issued payable to her order for $18.00, and the same delivered to her upon delivery to the City of a proper release. Yours truly, John J. Kintzinger, City Solicitor. Locher and Sylvia M. Roach has been declared to be dangerous due to its condition and other causes, and the owners there- of were given an opportunity to be heard and to show cause why said building should not be declared to be a nuisance and ordered abated. Councilman Wharton moved that the request of the Dubuque Com- munity War Chest be granted and that a public liability bond in the amounts of $10,000 and $20.000 be furnished to the City of Dubuque covering the erection of said pylon and lights and that the construction be under the supervision of the City Manager and Building Conunissiou- er. Miss lTarian Lyons, President of the Dubuque County League of Women Voters, addressed the Coun- cil giving a brief history of the or- ganization and outlining its pur- poses, and stated that if additional places for registration were estab- lished and that if necessary to have extra clerical work that the mem- bers of her organization would be willing to co-operate fully by fur- nishing some of the needed help. The Board viewed the site on September 10th and found an un- sanitary condition to exist as a re- sult of the dumping and burning of tissue papers, bandages, garbage and refuse. The hospital authori- ties have agreed to remedy the con- dition. I recommend that the attention of the sanitary inspector be direct- ed to this location in the future and that the State Board of Health be notified of the findings°aud the cou- templated action.
