Present-Mayor Moffatt, Coun- cilmen Murphy, Thompson, Whar- ton, City Manager Rhomberg. Absent-Councilman Van Duel- man. Mayor Moffatt stated that this is the regular monthly meeting of the City Council for the purpose of act- ing upon such business as may pro- perly come before the meeting. Notice of Claim of Vivian Lee in the amount of $3,000.00 for injuries sustained in a fall on a defective sidewalk at 1669 University Ave- nue, presented and read. Councilman Wharton moved that the Notice of Claim be referred to the City Solicitor for investigation and report. Seconded by Council- man Murphy. Carried by the fol- lowing vote: Yeas-Mayor Moffatt, Council- men Murphy, Thompson, Wharton. Nays-None. Absent -Councilman Van Duel- man. Communication of Sheldon Clark, President, Navy League of the United States, requesting that the Mayor issue a proclamation desig- nating October 27th, 1944, as Navy Day, presented and read. Petition of the Navy Mothers Club requesting permission for the holding of a tag day sale on Satur- day, October 21, 1944, p~i•esented and read. Gentlemen: Section 713.04 of the Code of Iowa, 1939, Permanent Registration, provides that the Commissioner of Registration, with the approval of the City Council, shall appoint the two clerks of elec- tion for each precinct, who shall have charge of the election register. RESOL.U-fIOIV NO. 91-44 Whereas, Lot 55 of Belmont Add. in the City of Dubuque, Dubuque County, Iowa, was sold on January 8, 1940, to Dubuque County, Iowa, by the County Treasurer of Du- buque County, Iowa, for the delin- quent taxes and unpaid taxes against the real estate for the years 1936, 1937 and 1938; and Whereas, Lot 57 of Belmont Add. in the City of Dubuque, Dubuque County, Iowa, was sold on January 4, 1937, to Dubuque County, Iowa, by the County Treasurer of Du- buque County, Iowa, for the delin- quent taxes and unpaid taxes against the real estate for the years 1933, 1934 and 1935; and Whereas, The said Dubuque County, Iowa, desires to sell the above described real estate to Wil- liam J. Miller for $135.00; and Regular Session, October 2nd, 194-4 183 Whereas, The sale of said property by Dubuque County, Iowa, to Wil- liam J. To the Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen: At the session of the City Council held September 11, 1944, the communication of Louvina Wyburn submitting an offer of $75.00 for the purchase of Lots 9 and 10 of Randall's Subdivision No. 2 was referred to the Council to view the grounds. On October 1st, the Council viewed the lots and de- cided to accept the offer. I recommend that the decision of the Council of October 1, 1944, be confirmed. Respectfully submitted, A. A. RE~OLU1'1®RI IV O. 92®44 Be It Resolved by the City Coun- cil of the City of Dubuque, Iowa, that it is deemed advisable to sell Lots 9 and 10 of Randall's Sub- division No. 2 to Louvina Wyburn for the sum of Seventy-five and no/ 100 ($75.00) Dollars and to execute a quit claim deed of said premises to said grantee ad deliver the same to her upon the payment of said purchase price. Be It Further Resolved that the Mayor and Clerk of said City of Dubuque be, and they are hereby authorized to execute said deed on behalf of the City of Dubuque and to affix thereto the official seal of said City. Be It Resolved by the City Coun- cil of the City of Dubuque, Iowa, that a contract be awarded to Thom- as J. Ryder and Margaret Mc- Gloughliu for the collection and dis- posal of garbage, decayed matter and dead animals in said city at an annual cost to said city of $16,800.00 per year, said contract to cover a period of five (5) years from the second (2nd) day of October, 1944, -_- i 18~ Regular Session, October 2nd, 19'14 reserving to the City the right to ' cancel the contract at any time af- ter three years have elapsed. Be It Further Resolved that the City Manager and Clerk be and they are hereby directed to execute said contract ou behalf of the City of Dubuque, Iowa, said contract to be in accordance with the proposal executed and submitted by the con- tractors and the published notice to bidders as authorized by the City Council, August 19, 1944, all of which are hereby made a part here- of, by reference thereto, the form of contract to be approved by this Council before the same is finally executed. Meeting called by order of Coun- cilmen Thompson and Murphy Mayor Moffatt read the call and stated that service thereof had been dul3* made and that this meeting is called for the purpose of discussing promotion of new industries and act- ing on any other business as may properly come before a regular meeting of the City Council. Councilman Thompson move d that the rules be suspended for the purpose of allowing any one present in the Council Chamber, who wishes to do so, to address the Council. Seconded by Councilman Murphy. Carried by the following vote: Yeas-Mayor Moffatt, Council- ; men Murphy, Thompson, Van Duel- man, Wharton. Nays-None. ', Mr. John A. Kerper addressed the Council relative to the proposed Veterans' Hospital in this area. Also present and heard by the Council were Messrs. T. Schmid, C. E. Dove, D. McDonald, R. V. McKay and F. Wagner. Councilman Wharton moved that any members of the Council that can go, together with the City Man- ager, be authorized to go to Wash- ington, D. C., to interview the C.A.A. regarding Airport development and to visit the Veterans' Administra- tion on the proposed new hospital. Seconded by Councilman Thompson.
