L. Stout and Fannie Stout House Dubuque Name of Property County 1145 Locust Dubuque Address City 7. Narrative Description: This property is located in the Jackson Park Historic District. Style/Year: 1892 (Grannis) post-1884, pre-1891, Queen Anne with Islamic influence (onion dome, tower windows), Romanesque stone porch, Neo-Classical porch friezes, Shingle style rounded corner, elongated open dormers, some of best preserved ornamentation and crestings in the city. A “Three-story Byzantine tower” (Grannis). Designer/Builder: Fridolin Heer Sr. & Sons, architects (Shank, p. 80; (Telegraph-Herald, April 23, 1933, as Fannie Stout O’Donnel House). Physical Description: two-story frame irregular hip roof plan (65x46, bays to north (two), front on pediment, one to south), rear single story frame wing (18x23), with massive stone northeast corner round tower and onion dome, open attic level, stonework on tower and porch base and pillars is uncoursed cut stone, excellent south end corbelled brick chimney, south wing or bay with open pedimented gable front and stone first floor, lunette window in attic, wrap around porch, south rear recessed side stone porch, east open second floor porch with walkout door from turret, twin round column supports. Alterations: 1909 Sanborn shows one-story connecting wing and Locust Street office with rounded porch on southeast corner, subsequent maps show larger single story rear addition and substantial tile garage set just south of the above. Permits note re-roofing in 1963, 1979, remodel for funeral home 1932 ($5,867). 8. Narrative Statement of Significance: Special Significance; Fannie Stout House, (aka H.L. Stout house) rated as the best example and best preserved Queen Anne residential design in Dubuque (Sommer, pp. 101-02; Gebhard, p. 85). Original Owner/Builder: H.L. Stout built this house and resided there with his daughter Fannie until his death in 1900. The “grand opening” of this “palace of splendour” took place in late 1894 (Telegraph, September 29, 1894). Building History: historically addressed as 1145 Locust, the Fannie Stout House (c.1892). James Beach owned the parcel when it was sewered. Beach had an earlier house on this parcel ($1,000 in improvements, 1871, $3,000 in 1879, Herald, December 17, 1871; January 3, 1879). The R. A. Babbage mansion was immediately south at 1135 Locust, William Andrew later occupied it by 1871, adding an ice house and frame stable that year, non-extant (Tribune December 20, 1871; Herald, December 17, 1871).
