Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $3,874.79 for the City of Dubuque to run some audio and video cables to
enable live and recorded telecasts from the historic section of the Carnegie-Stout Public
Library.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve a request for funding from the Capital Grant for Access
Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY10 with a balance of $332,873. The
FY09 4th Quarter adjustment added $5,559. Currently there is a balance to be awarded of
$236,417.
At its meeting on September 1, 2009, the Commission approved a request from the City of
Dubuque for $3,874.79 to run some audio and video cables to enable live and recorded
telecasts from the historic section of the Carnegie-Stout Public Library. The application for this
request is attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: This grant requests reimbursement for
work already done. As renovation occurred in the historic part of Carnegie-Stout Public Library, I thought
it wise to take advantage of the contruction to run some video and audio cabling that would allow for
camera placement in the rotunda, the third-floor auditorium, and the second-floor mezzanine area. In
addition, I wanted cables run back to the Library's fiber room that would enable live telecasts over the
I-Net. The cabling was run in March 2009. At the end of July I received an invoice for the job. I have paid
for the work out of the Cable TV budget and would like to get reimbursed. Some additional work will need
to be done, such as installing connectors and fiber transmitters, to make this fully functional, but the work
that needed to be done during the construction phase of the Library renovation is done. Funding for this
additional work will be requested in a future grant application.
Describe how the community will benefit from your request:: The local community will benefit from the live
and recorded telecasts that will come from the Library due to this cabling being installed.
