The project is eligible for both funding sources, and staff has prepared the two applications to improve the City's chances for receiving funding. Both grant applications are for $640,750, with local match of $300,000 from the City's CIP funding, and $150,000 from the Iowa Great Places grant. The project is eligible for both funding sources, and staff has prepared the two applications to improve the City's chances for receiving funding. Enclosed are the two application forms, two resolutions, and a map. DISCUSSION This project provides for installation of bike and pedestrian facilities in the Historic Millwork District to connect this revitalization area with the existing bike and pedestrian facilities of the Dubuque Heritage Trail Riverfront System along the Mississippi Riverfront on the east, on the Port of Dubuque on the south, in Downtown on the west, and in the Washington Neighborhood to the north. The City has been awarded a $150,000 Iowa Great Places grant for streetscape and public space improvements, including historical and interpretive signage, bike racks designed by locl artisits, public art, and high quality street furnitiure. This grant will augment the bike and pedestrian improvements proposed to be funded by either the Statewide Transportation Enhancement grant or the Federal recreational Trails grant. BUDGET IMPACT Total project cost is estimated at $1,090,750 based on the FY 2010 Street/Streetscape Capital Improvement Program (CIP) funding for the Historic Millwork District. Both grant applications are for $640,750 with local match of $300,000 from the City's CIP funding, and $150,000 from the Iowa Great Places grant. Budget Officer Jenny Larson has determined that the CIPs that will provide the City's $300,000 local match for this project are: CIP # 360-2135 Warehouse District Fiber Optics, CIP # 360-2136 Warehouse District streetscape, CIP # 360-2137 Warehouse Historic Millwork District Bike and Pedestrian Facilities page 2 District Street Reconstruction, CIP # 720-2129 Warehouse District Sanitary Sewer Rehabilitation, and CIP # 720-2131 Warehouse District Storm Sewer Reconstruction. The City has hired a consulting team for Street, Utility, and Streetscape Improvement Design in the Historic Millwork District. This $120,000 expenditure is in addition to the total project cost. This cost is budgeted in CIP # 360-2136 Warehouse District Streetscape. RECOMMENDATION I recommend that the City Council approve resolution for submittal of a Statewide Enhancement grant application and a Federal Recreational Trails grant application for the Historic Millwork District Bike and Pedestrian Facilities project.
