Sealed bids were received for the Port of Dubuque Parking Ramp -Concrete Cracking
Repair and Concrete Sealer Project. Parking System Supervisor Tim Horsfield
recommends award of the contract to the low bidder, Ram Construction Services, in the
amount of $213,900, which was 69% under the engineer's estimate of $700,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the Port of Dubuque Parking Ramp -
Concrete Cracking Repair and Concrete Sealer Project.
DISCUSSION
The Port of Dubuque Parking Ramp -Concrete Cracking Repair and Concrete Sealer
Project. This project provides for the repair of approximately 13,000 feet of concrete
due to cracking on level one of the parking ramp. The work will involve the actual
routing and subsequent caulking of the cracks to prevent water penetration into the
concrete slab. Also the project will involve the surface preparation and application of
concrete sealer on the ramp's four levels (approximately 500,000 square feet).
BID RESULTS
Sealed bids were received on September 17, 2009. Ram Construction Services of
Minnesota, LLC, of Little Canada, MN, submitted the low bid in the amount of
$213,900.00. This amount is 69% under the engineer's estimate. A summary of the
bids received is as follows:

RECOMMENDATION
I recommend that the contract be awarded to Ram Construction Services of MN., LLC,

I recommend that the City Council adopt the attached resolution awarding the Port of
Dubuque Parking Ramp -Concrete Cracking Repair and Concrete Sealer Project to
Ram Construction Services of Minnesota LLC., in the amount of $213,900.00.

APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST FOR THE PORT OF DUBUQUE PARKING RAMP CRACK
REPAIR AND CONCRETE SEALER PROJECT
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the proposed plans, specifications, form of contract and estimated cost for
the PORT OF DUBUQUE PARKING RAMP CRACK REPAIR AND CONCRETE
SEALER PROJECT in the estimated amount $700,000 are hereby approved.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE PORT OF DUBUQUE
PARKING RAMP -CONCRETE CRACKING REPAIR AND CONCRETE SEALER
PROJECT
Whereas, sealed proposals have been submitted by contractors for the Port of
Dubuque Parking Ramp -Concrete Cracking Repair and Concrete Sealer Project (the
Project) pursuant to Resolution No. 330-09 and Notice to Bidders published in a
newspaper published in the City of Dubuque, Iowa on the 9th day of September, 2009.
Whereas, said sealed proposals were opened and read on the 17th day of
September, 2009, and it has been determined that Ram Construction Services of Little
Canada, MN with a bid in the amount of $213,900.00 is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Ram
Construction Services and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
