Minutes_City Council Proceedings Special 9 17 09 CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS The Dubuque City Council met in special session at 12:00 p.m. on September 17, 2009 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg, City Manager Van Milligen, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council to act upon such business that may properly come before the City Council. ACTION ITEMS City Manager’s recommendation to approve the general terms and conditions of The Smart Sustainable Dubuque Services Agreement with International Business Machines Corporation (IBM) and authorization for the City Manager to negotiate an agreement with IBM subject to final City Council approval. Motion by Connors to receive and file the documents and adopt Resolution No. 340-09 Approving the general terms and conditions of The Smart Sustainable Dubuque Services Agreement with International Business Machines Corporation (IBM) and authorizing the City Manager to negotiate an agreement with IBM subject to final City Council approval. Seconded by Lynch. Motion carried 7-0. City Manager’s recommendation to approve the Master Consulting Services Agreement between the City of Dubuque, Iowa, and The Iowa Institute and David Lyons. Motion by Jones to receive and file the documents and approve the recommendation. Seconded by Voetberg. Motion carried 7-0. City Manager’s recommendation to approve project funding, including an $850,000 payment to IBM, and to reduce the Fiscal Year 2010 water rate by two percent. Motion by Connors to receive and file the documents and that the requirement that a proposed ordinance be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be passed be suspended. Seconded by Braig. Motion carried 7-0. Motion by Connors for final consideration and passage of Ordinance No. 46-09 Amending the City of Dubuque Code of Ordinances Section 44-201(A) Fixing Water Rates for Residential, Commercial, Industrial, and all other uses. Seconded by Braig. Motion carried 7- 0. City Manager’s recommendation to approve the submittal of various grant applications. Motion by Voetberg to receive and file the documents and approve the recommendation. Seconded by Lynch. Motion carried 7-0.
