I was speaking to a member of the Waterloo City Council the other day and he stated that we need to get on top of this immediately and with decisive action. He stated that their mistake in Waterloo is that they thought their increase in crime was a short term issue and that it would go away, and waited too long to address it many years ago and the crime has since become entrenched in their community and is proving very difficult to remove it. I have attached a list of items that I think can be helpful to the "commission", it focuses a bit more on housing as it was put together for another meeting, but still offers some good suggestions that could be incorporated into a more comprehensive plan. Licensing landlords to insure they are using correct forms, doing criminal background checks, understanding their obligations of being a landlord, explaining expectations and rules. 2. Discuss Supreme Court ruling that allows section 8 staff members to inspect recipients dwelling for illegal items/guests. 3. Enforce building codes health codes concerning the condition of the properties and exterior looks including accumulated garbage/litter/etc. 4. Creating a list of renters that have violated/damages properties or created unsafe conditions by drugs and criminal behavior. Landlords would refer to this list when making decisions. 5. Housing staff to compare addresses of police calls against section 8 housing and landlords. Landlords that allow troubled tenants to live in their property will lose their rental license. 6.Reduce the number of violations that a landlord can accumulate prior to intervention. Before a landlord is allowed to rent, all of his rental property has to be in compliance. 7. Work with neighborhood organizations to help be the eyes and ears for the housing department. 8. Create a hotline were violations can be reported anonymously. Housing department to work with building services/ police department to resolve issues on a more timely basis. 9. Work to reduce the concentration of rental units in specific areas. Support home ownership. 10. Work to reduce the number of section 8 housing vouchers. Push to support responsibility and independence. What is the number of section 8 units? Compared to last year? 5 years ago? 11. Develop standardized lease so all areas of concern are covered. Provide landlords with the form for background/criminal checks by the police department. 12. All renters must be cleared through the police department which will conduct criminal and credit background check. They will control the master list and issue a renter identification that the landlord will refer to when renting a unit out. Landlords would not be able to rent to someone who is not on the list. Criminals are not going to go to the police department to fill out an application, they will go to another city that is less strict.
