Discussion The City of Dubuque is the project sponsor on behalf of the Friends of the Mines of Spain (FOMOS) for a Preserve America grant for the project. The FOMOS has appointed an Education Committee that has approved the RFP, and will review the proposals, interview consultants, and recommend a consultant. Planning Services staff will coordinate the RFP posting, receipt of proposals, and consultant selection process. The members of the FOMOS Education Committee are: Wayne Buchholtz, Park Ranger; Rich Henderson, FOMOS Board; Mike Gibson, FOMOS Board; and Nancy Wright, FOMOS Board. City staff members Ken TeKippe, Finance Director, Dave Johnson, Assistant Planner, and I will assist with the review of proposals. The planned expansion of the E.B. Lyons Interpretive Center at the Mines of Spain from September, 2009 through April, 2010 will double its size and create more space for interpretation and education. The Friends have received local, state, federal, and private grants and donations for this $1.4 million expansion. The Exhibit and Education Program must be coordinated with the expansion project. The work on this program is expected to begin in November 2009, with anticipated completion in May 2010. A pre- bid conference to allow prospective consultants to review the E.B. Lyons Interpretive Center's existing layout and planned expansion, and to view current exhibits and educational materials, will be held at the Center. The Mines of Spain Exhibit and Education Program will increase visitation, enhance interpretation, expand educational opportunities, and build partnerships at this National Historic Landmark, in accordance with the Secretary of the Interior's Standards for Archeology and Historic Preservation. Program costs include: A. Update and expand interpretive and educational exhibits RFP for Mines of Spain Interpretive Exhibit and Education Program Page 2 B. Create new exhibits to explore the science, culture, and history of the region C. Tell the Mines of Spain story through: curriculum studies, workshops, seminars, publications, educational materials, indoor and outdoor exhibits, signs, audio- visual materials, and an enhanced website. In accordance with the federal grant requirements, the City of Dubuque Historic Preservation Commission, the State Historic Preservation Office, the Sac and Fox Tribe of the Mississippi, and the National Park Service also will review the proposals received for the project, and then reach consensus on the most qualified consultant. The City Council will be asked to concur with the selection of the recommended consultant, and then a contract will be awarded by and negotiated with the City of Dubuque. Budget Impact This Exhibit and Education Program is funded by a $150,000 Preserve America grant from the National Park Service. The FOMOS is providing the grant match through their fundraising efforts for the expansion of the E.B. Lyons Interpretive Center at the Mines of Spain. The FOMOS has budgeted funds for design, materials, labor, construction and contingency for the nature lab and exhibits as part of the Interpretive Center's expansion and renovation. These funds will serve as the local match for the federal grant. The estimated total project budget is $300,000. Consultant fees are estimated at $45,000 for exhibit designers, with an additional $5,000 for travel and per diem. Exhibits and educational materials are estimated to cost $250,000. Recommendation I recommend that the City Council review and approve the enclosed RFP for the Mines of Spain Interpretive Exhibit and Education Program. Road, Dubuque, Iowa, in the Mines of Spain State Recreation Area September 25, 2009 INTRODUCTION The City of Dubuque, Iowa is soliciting proposals from qualified consultants to design and construct the Mines of Spain Interpretive Exhibit and Education Program at the E.B. Lyons Interpretive Center, located in the Mines of Spain State Recreation Area. The City of Dubuque is the project sponsor on behalf of the friends of the Mines of Spain for a Preserve America grant for the project. The planned expansion of the E.B. Lyons Interpretive Center at the Mines of Spain from September, 2009 through April, 2010 will double its size and create more space for interpretation and education. The Interpretive Exhibit and Education Program must be coordinated with the expansion project. COMMUNITY PROFILE The City of Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to Illinois and Wisconsin. The City is approximately 25 square miles in area, with a population of approximately 60,000. The City provides a full range of services. The community has a stable and diversified manufacturing base and a growing service sector. Dubuque is the major retail, medical, educational and employment center for the tri-state area. Tourism continues to be a major economic force in the community. City government continues to work in collaboration with the private sector to promote economic development. Request for Proposals: Mines of Spain Interpretive Exhibit and Education Program Dubuque is a community well known for its natural beauty and, in particular, the historic architecture that makes up much of the downtown and surrounding neighborhoods. As Iowa's oldest city, Dubuque has a strong historic preservation ethic since the mid 1970's, with 5 historic districts, and 9 conservation districts. The City of Dubuque has a historic preservation ordinance, a conservation district ordinance, and a variety of preservation incentives supported by an active Historic Preservation Commission. MINES OF SPAIN STATE RECREATION CENTER The Iowa Department of Natural Resources (IDNR) operates the Center and owns and manages the 1,380 acre Mines of Spain State Recreation Area, which is just adjacent to the southern border of the City of Dubuque. The E. B. Lyons Interpretive Center is owned by the City of Dubuque and is managed by the IDNR. The Interpretive Center is the park and visitor center for the Mines of Spain. The Friends of the Mines of Spain is anon-profit group organized to inform and educate the public on resources and events at the Mines of Spain. The Friends group assists the IDNR Park Staff with administration of the Mines of Spain and the Interpretive Center. Historic and Architectural Resources The Mines of Spain State Recreation Area includes woodlands, prairie, and blufflands that overtook the Mississippi River along a 3-mile shoreline. The earliest known inhabitants of the Mines of Spain were the Meskwaki. Their village was located at the mouth of Catfish Creek, just south of where the Julien Dubuque Monument now stands. From this site, the Meskwaki carried on a fur trade with French voyagers. They worked the lead mines from prior to the Revolutionary War. There is evidence of prehistoric Native American cultures, some dating back as much as 8,000 years. Mounds, village sites, rock shelters, trading post sites, and campsites dot the landscape. Julien Dubuque was the first European to settle in what is now Iowa in 1788. In 1796, he received a land grant from the Governor of Spain, which gave him permission to work the 189- square mile area owned by Spain and known as "Mines of Spain." Lead mining was a major part of this area's history, first by the Native Americans, and in later years (late 1830s through 1850s) by European miners and farmers. The Civil War renewed lead mining activity which waned after the war, but continued until 1914. The Mines of Spain includes a variety of interesting land forms, plant species and communities, animals and water types. A large portion of the area is rugged, wooded Mississippi River bluffland. While much of the original timber along the River was logged off during the steamboat era (1865-1880), portions of the Mines of Spain were left untouched, leaving us with burr oak trees today that are over 250 years old. Portions of the park have seen diverse use over the years: cattle grazing, row cropping, logging, and mining and quarrying. Other portions remain much as they were when Julien Dubuque arrived. National Designations: The Mines of Spain Area Rural Community Archeological District, Lead Mining Community Archeological District, and Prehistoric District, and the Dubuque Trading Post--Village of Kettle Chief Archeological District were listed in the National Register in 1988. In 1993, the area was designated as a National Historic Landmark. The park is a National Wildlife Federation Urban Sanctuary, a Watchable Wildlife Area, a nationally Important Girding Area, a National Scenic Byways Interpretive Center, and a Silos and Smokestacks National Heritage Area affiliate. Page 2 Request for Proposals: Mines of Spain Interpretive Exhibit and Education Program State Designations: The Iowa Department of Natural Resources (IDNR) owns and manages the Mines of Spain, which was protected as a State Recreation Area in 1981. As such, removal or defacement of plant life (with some exceptions), other types of natural features such as bird nests and rock formations, and cultural features such as Native American artifacts and mounds is prohibited. The Mines of Spain also contains the 600-acre Catfish Creek State Presence. Local Designations: The Julien Dubuque Monument, built in 1897 on the site where Dubuque was buried, sits high above the Mississippi River and provides the landmark for the Mines of Spain. Owned by the City of Dubuque, the monument was listed in the National Register in 1988 and was protected as a City Landmark in 1993. The City of Dubuque also owns the E.B. Lyons Interpretive Center and the 37 acres of land immediately surrounding it. Sensitive Habitat & Archeological Features The Mines of Spain is located in close proximity to the Mississippi River which, of course, features 2,400 miles of habitat for numerous species, including some threatened and endangered species. There are significant archeological features in the parksite. The park is located in the river valley below Dubuque's bluffs, the globally significant Driftless Region. The park is generally bounded by the Mississippi River on the east, Catfish Creek on the north, and Granger Creek on the west. There is significant tree cover on the site of the E.B. Lyons Interpretive Center expansion. The park is home to some of the most valuable resources in the area. These resources include 3 miles of Mississippi River shoreline, 14.5 miles of hiking trails, 5 miles of cross country ski trails, 4 interpretive trails, 252 archaeological sites, historical monuments and a variety of wildlife. It also boasts some of the most diverse ecological habitats ranging from blufflands that overlook the river to 320+ acres of tall grass prairies, 959+ acres of forested woodlands and 18 acres of wetland. It is home to 468 plant species, 37 animal species, and 213 bird species. The site features Julien Dubuque Monument, Horseshoe Bluff, Catfish Creek, and countless lead mines. There are five nature/history walks within the park, including those at the Interpretive Center and another at the Horseshoe Bluff Site. Other trails provide a wide range of opportunities for visitors to view Mines of Spain on old winding logging roads, to view limestone bluffs, scenic overlooks, and to enjoy a hike through forests and prairie. Programs are offered year-round on topics pertaining to nature and human cultures associated with the Mines of Spain. E.B. LYONS INTERPRETIVE CENTER EXPANSION The E.B. Lyons Interpretive Center serves as a visitor information center and park office for the Mines of Spain. Displays and exhibits at the Center provide information about the history and features of the park. A bird and butterfly garden, native prairies, woodland flower gardens, hiking trails and the historic Otto Junkermann farm site are just some of the many attractions at and around the Center. It currently serves over 200,000 visitors annually and provides hundreds of programs for school aged children, youth groups and families. Demand has continued to increase over the years for more programs and services. Continued success and growth in visitation, interpretation and education are significantly inhibited by current space limitations. Hundreds of programs are held at Interpretive Center each year with thousands attending. Most Tri-State school age children and college students attend one or more programs there each year. Recently it has become obvious that more space is needed at the Center. Groups and functions have been turned away because of limited space. Also, popular programs are being Page 3 Request for Proposals: Mines of Spain Interpretive Exhibit and Education Program limited in their size and scope because of this. Valuable learning opportunities for current and potential visitors are being missed. Therefore, the Friends of the Mines of Spain is planning and coordinating a 7,248 square foot addition that will more than double the current space while maintaining the architectural design of the present structure. The Center expansion will include a new well and septic system, therefore, the extension of City water and sewer is no longer planned. The Iowa Department of Natural Resources has agreed to oversee and direct construction, donate funds for additional parking lot, new welUseptic system, and to administer and staff the facility once it is complete. With expansion and renovation of the Center, many more visitors can be served and new programs implemented. The expansion will include: (1) An auditorium for programs, special events and meetings; (2) A biology lab and classroom for visitors and school programs ranging K-12; (3) Creation of new exhibits and displays for visitors to explore the science and history of the region; and (4) A library/reference room to house field identification books, historic documents, DVDs, videos, and reference materials. The expansion will include an entrance to the Center with a welcome area and ADA (Americans with Disabilities Act) compliant restrooms, as well as an outdoor courtyard. The welcome area will be open all year -- even when the Center is closed. It will include a large regional map of the area depicting the many diverse geographical features of the area. It will also provide maps to the hiking trails and landmarks located on the 1,380 acre Recreation Area. An audio visual component will be in place to assist the visitor in selecting specific areas of interest in the region. The Center's expansion will enable individuals, school groups, tour groups, and people of all ages to enjoy and explore the park's prehistoric, historic, cultural and natural features while instilling appreciation for preservation of these historic and archeological resources and cultural assets. The Friends have received local, state, federal, and private grants and donations for this $1.4 million expansion. The planned expansion of the E.B. SCOPE OF WORK The approved Summary of Objectives and Results to be performed in accordance with the Preserve America grant award is as follows: the Mines of Spain Exhibit and Education Program will increase visitation, enhance interpretation, expand educational opportunities, and build partnerships at this National Historic Landmark, in accordance with the Secretary of the Interior's Standards for Archeology and Historic Preservation. Program costs include: A. Update and expand interpretive and educational exhibits. B. Create new exhibits to explore the science, culture, and history of the region. C. Tell the Mines of Spain story through: curriculum studies, workshops, seminars, publications, educational materials, indoor and outdoor exhibits, signs, audio-visual materials, and an enhanced website. Project Objectives Page 4 Request for Proposals: Mines of Spain Interpretive Exhibit and Education Program The primary objectives of the Mines of Spain Exhibit and Education Program are to: increase visitation, enhance interpretation, expand educational opportunities, and build partnerships at this National Historic Landmark. By achieving the primary objectives of the Mines of Spain Exhibit and Education Program, the results will be: ^ updated and expanded interpretive and educational exhibits, displays, facilities and materials; ^ creation of new exhibits and displays for visitors to explore the science, culture and history of the region; ^ telling the story of the Mines of Spain in a variety of accessible formats: curriculum- based field studies for school groups, workshops, seminars, publications (brochures, tour guides, maps), educational materials, indoor and outdoor exhibits, signs, audio- visual materials, and an enhanced website; ^ a library stocked with field identification books, historic documents, DVDs, videos, and other reference materials; ^ attracting and serving more visitors from the community, tri-state area, the Midwest, the nation, and the world; ^ increasing awareness, appreciation, and stewardship of the park's historic, cultural and natural resources; and ^ fostering alliances and collaboration with public agencies, private organizations, and other key stakeholders. ESTIMATED PROJECT BUDGET The City of Dubuque has received a $150,000 Preserve America grant from the National Park Service for this project. This grant requires at least $150,000 in eligible nonfederal matching contributions. The Friends of the Mines of Spain have budgeted funds for design, materials, labor, construction and contingency for the nature lab and exhibits as part of the Interpretive Center's expansion and renovation. In accordance with the Preserve America grant for this project, maximum hourly rates charged to this grant may not exceed 120% of a Federal Civil Service GS-15, step 10 salary. Effective January 2009, the hour wage for GS-15, step 10 was $61.14. The maximum hourly rate at 120% of this hourly wage is $73.36 per hour. ANTICIPATED PROJECT TIMELINE AND GRANT REQUIREMENTS Request for Proposals /Selection of Consultant: Requests for proposals for the consultant for the project will be distributed and reviewed in accordance with National Park Service requirements. The City of Dubuque Historic Preservation Commission, the State Historic Preservation Office of the State Historical Society of Iowa, the Sac and Fox Tribe of the Page 5 Request for Proposals: Mines of Spain Interpretive Exhibit and Education Program Mississippi, the National Park Service, with the recommendation of the Friends of the Mines of Spain Education Committee, will review the proposals received for the project, and then reach consensus on the most qualified col~sultant. Selection of the consultant will be made by the Dubuque City Council, and a contract awarded by and negotiated with the City of Dubuque. Evaluate Existing Exhibits and Educational Programs: The Friends of the Mines of Spain Education Committee will meet with the selected consultant to evaluate existing interpretive exhibits and educational programming and services to K-12 classes and college students as well as families, individuals, youth groups, and tour groups. Development of Exhibits and Educational Concepts: The selected consultant will develop exhibits and educational concepts for review and approval by the Friends of the Mines of Spain Education Committee, local scholars and educators, and IDNR staff. The City of Dubuque Historic Preservation Commission, the State Historic Preservation Office of the State Historical Society of Iowa, the Sac and Fox Tribe of the Mississippi, the National Park Service, with the recommendation of the Friends of the Mines of Spain Education Committee, will review draft and final products. From the approved draft concepts, the final exhibit and educational materials will be developed. All plans and specifications for any construction or ground disturbance must be submitted to the National Park Service for its review and approval for compliance with the Secretary of the Interior's Standards for Archeology and Historic Preservation, the Secretary of the Interior's Standards for the Treatment of Historic Properties, and the Conditions listed in the Preserve America grant agreement, prior to the beginning of grant-assisted work on the property. All grant-assisted construction or ground disturbance work must be reviewed by the National Park Service to ensure it meets the Secretary of the Interior's Standards for Archeology and Historic Preservation and the Secretary of the Interior's Standards for the Treatment of Historic Properties. Installation of Exhibits: Installation of indoor and outdoor exhibits, signs, audio-visual materials, and library/reference materials will be coordinated with the construction of the expansion and renovation of the Interpretive Center. The consultant, working closely with the City of Dubuque Historic Preservation Commission, the State Historic Preservation Office of the State Historical Society of Iowa, the Sac and Fox Tribe of the Mississippi, the National Park Service, with the recommendation of the Friends of the Mines of Spain Education Committee, will undertake whatever measures may be necessary to ensure the placement of outdoor exhibits and project signage will not impact significant archeological features and sites. The consultant must acknowledge the National Park Service grant support and a non- discrimination statement in all indoor and outdoor exhibits, signs, audio-visual materials, and library/reference materials assisted with grant monies and/or concerning NPS grant-supported activities, and include the required disclaimer and acknowledgement of NPS support. The NPS, the IDNR, the City of Dubuque, and the Friends of the Mines of Spain shall have aroyalty-free right to republish any exhibit materials generated by this grant. Production of Educational Materials: Production of educational materials (such as publications -- brochures, videos, tour guides, maps) and creation of an enhanced website will be coordinated with the installation of the exhibits and displays and the expansion and renovation of the existing Page 6 Request for Proposals: Mines of Spain interpretive Exhibit and Education Program Interpretive Center. The consultant must acknowledge the National Park Service grant support and anon-discrimination statement in all publications and videos assisted with grant monies and/or concerning NPS grant-supported activities, and include the required disclaimer and acknowledgement of NPS support. The NPS, the IDNR, the City of Dubuque, and the Friends of the Mines of Spain shall have aroyalty-free right to republish any published material generated by this grant. INFORMATION TO BE INCLUDED IN THE PROPOSAL Letter of Transmittal Provide a letter of transmittal briefly outlining the consultant's understanding of the work and general information regarding the consultant and any sub-consultants to be involved, and the name, address, telephone number, fax number and E-mail address for the consultant's primary contact person. Index Each proposal shall contain a table of contents that delineates each section contained in the proposal and the corresponding page number. Profile of Consultant The proposal shall include general information about the consultant, the consultant's area of expertise related to this RFP, and the consultant's official name, address and principal officers, including the qualifications of the project manager and other key personnel who would be assigned to the project. Proposed Project Team Qualifications Describe the experience and success of the consultant firm and key personnel proposed for the Dubuque project, in performing similar projects. Specifically include any experience and success the firm or key personnel have in working on exhibit design, educational programming, and other services similar to the scope of work for the Dubuque project. Include at least 3 client references (including individual contact name and telephone numbers) from similar projects that have been completed in the last five (5) years AND list the names of project team members proposed for the Dubuque project who have worked on the referenced projects. Describe the name and location of other sub-contracting firms that would be used by the consultant during the project and their experience in working with the main consultant. List the approximate percentage of the work that would be performed by each of these firms. Briefly describe any relevant experience and qualifications of the sub-contracting firm. The proposal must discuss the consultant's ability to integrate this project into the consultant's present workload. Scope of Work Describe the means or strategy by which the consultant would satisfy the Scope of Work. Include a copy of the sub-consultants completed work breakdown structure (WBS) for the project, and clearly mark the services which the firm will provide as main consultant. Only mark services that are included in the proposed fee. At a minimum, the submitted WBS should include the services required by the RFP. The consultant should indicate in the WBS any work items that are expected to be completed by City staff or Mines of Spain staff. Proposed Project Schedule Provide a design/construction project schedule outlining the time period and estimated completion date of the proposed scope of work. This should include a schedule and description of all deliverable reports/documents throughout the project. Page 7 Request for Proposals: Mines of Spain Interpretive Exhibit and Education Program Certificate of Insurance The selected firm will be required to meet the City's insurance requirements for professional services (see attached Insurance Schedule C). A Certificate of Insurance may be submitted with the proposal. Proposed Fees and Compensation Provide a proposed cost plus expenses budget for completion of the scope of services with cost breakdowns by scope element. Quotation of fees and compensation shall remain firm for a period of at least ninety (90) days from the proposal submission deadline. Please provide the proposed fees and compensation under separate cover. Initial screening will be done by a selection committee without the benefit of knowing the proposed fee for services. EVALUATION CRITERIA Proposals will be screened to ensure that they meet the minimum requirements. Qualifying proposals will be evaluated by a selection committee to identify the potential consultant which most closely meets the needs of the City. Factors to be considered by the selection committee will include the following: Qualifications and experience of the consultant -qualifications and experience of the principal consulting staff proposed to work on the project, reference checks, achievements and completion of similar projects within the past five years. 2. Grasp of project requirements and understanding of project scope -the consultant's analysis, preparation and level of interest. 3. Responsiveness and compatibility between consultant and the City of Dubuque - general attitude, ability to communicate with general public. 4. Proposed schedule required to complete project and ability to complete the project on time and within budget. 5. Proposed cost to complete project. Upon the successful completion of the consultant review process, the selection committee will recommend to the City Manager and the City Council awarding a contract to the highest ranked consultant. The selection committee will also request authority to negotiate with the recommended consultant a final scope of work and fee structure for the project. No debriefings or ranking information shall be released before the City Manager has recommended that a contract be negotiated with the recommended firm; however, after said authorization has been given, all contents of the selected proposal shall become public information. Consultants whose proposals are not accepted will be notified as soon as the selected consultant has been approved. SUBMISSION REQUIREMENTS Before submitting a proposal, each Proposer shall make all investigations and examinations necessary to ascertain site conditions and requirements affecting the full performance of the contract and to verify any representations made by the City upon which the Proposer will rely. In addition, supply one (1) electronic version of the proposal in Adobe Acrobat PDF format. No faxed or a-mail proposals will be accepted. The proposal must be a document of not more than twelve (12) 8-1/2 x 11-inch pages front and back for a total of twenty four (24) numbered pages, not including the letter of transmittal, index, project schedule, Certificate of Insurance, dividers and the front and back covers. Proposals should not include any pre-printed or promotional materials. Any proposals exceeding 24 numbered pages may not be considered. Proposed Fees and Compensation Provide one (1) hard copy of the proposed fees and compensation under separate cover with the seven (7) hard copies. The proposed fees and compensation must be sealed in an envelope and be clearly labeled with the firm's name and address and: Proposed Fees and Compensation for Mines of Spain Interpretive Exhibit and Education Program. All policies of insurance required hereunder shall be with an insurer authorized to do business in Iowa. All insurers shall have a rating of A better in the current A.M. Best Rating Guide. 2. All Certificates of Insurance required hereunder shall provide a thirty (30) day notice of cancellation to the City of Dubuque, except for a ten (10} day notice for non- payment, if cancellation is prior to the expiration date. 3. shall furnish a signed Certificate of Insurance to the City of Dubuque, Iowa for the coverage required in Paragraph 6 below. Such Certificates shall include copies of the following endorsements: a) Commercial General Liability policy is primary and non-contributing. b) Commercial General Liability additional insured endorsement. c) Governmental Immunities Endorsement. shall upon request, provide Certificates of Insurance for all subcontractors and sub-sub contractors who perform work or services pursuant to the provisions of this contract.
