Through the competitive quotation process for public improvements, the Ramona Street
and Pamela, from Heritage Drive to Adeline Street Court, Panel Replacement Project
was awarded on September 11, 2009, to Portzen Construction, Inc., in the amount of
$68,820.00, which was 18.2% below the engineer's estimate.
City Engineer Gus Psihoyos recommends that the award for the Ramona Street and
Pamela, from Heritage Drive to Adeline Street Court, Panel Replacement Project be
officially recorded in the minutes of the City Council
I concur with the recommendation and respectfully request Mayor and City Council
approval.

CIP 3002024 -Ramona & Pamela Court Resurfacing
The Ramona Street and Pamela, from Heritage Drive to Adeline Street Court, Panel
Replacement Project provides for the replacement of existing concrete mainline street
panels. The panels are deteriorating along the transverse and longitudinal joints from
the intersection of Mount Loretta to Adeline Street and from Adeline Street to Heritage
Drive. The project will be constructed in four phases to accommodate access for
emergency vehicles and the impacted property owners.
The following is a summary of the bids received:
Portzen Construction, Inc. $ 68,820.00
McDermott Excavating $ 77,597.08
Drew Cook & Sons Excavating $ 89,094.00
Tschiggfrie Excavating Co. $113,101.00
Mark Fondell Excavating $164,682.00
Through the competitive quotation process for public improvements, this project was
awarded on September 11, 2009, to Portzen Construction, Inc. of Dubuque, Iowa, in the
amount of $68,820.00. This is 18.2% below the engineer's estimate of probable cost.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14,
it is necessary that the award for the Ramona Street and Pamela, from Heritage Drive
to Adeline Street Court, Panel Replacement Project to be officially recorded in the
minutes of the City Council.
