Safe Community Task Force is the title I am recommending for the task force to look at
maintaining Dubuque as a safe place to live and work.
I would suggest that the task force would want to meet very soon and then over time
achieve the following:
• Collect facts about the scope of the problems
• Identify efforts that already exist to improve and prevent problems.
• Look at what other communities are doing.
• Establish goals and objectives.
• Create committees and work groups to get all interested parties involved.
• Make recommendations to the City Council.

Dear Mayor,
Thank you for the invitation to attend the inaugural meeting of a task force to begin
looking at the City's current crime issues and possible solutions. I am very interested in
being involved personally and the Community Foundation's involvement. The issue
intersects much of the work that we are involved in, including, but not limited to the
HEART program, Every Child/Every Promise and Project Hope.
Unfortunately, I will be flying to Washington DC on the evening of the 17th and will be
unable to attend. The Project Hope Coordinator, Alyssa Hauser, from my office will be
attending. Both of us would be interested in ongoing involvement on the task force.
Please let me know if there is anything I can do to be helpful in this effort.

Joanne Burrows contacted me about serving as Clarke's representative on the crime task force that you
are creating. I realize that the first meeting was last Thursday evening and I apologize for my absence. I
teach on Thursday evenings through the middle of October. I would like to be part of the task force,
however, and wonder how I might catch upon the meeting. Could you please suggest what steps I can
take to get caught up and to learn when we will meet next?
I have a related question. Students in my Race and Ethnicity course are gathering information about the
city of Dubuque, and one student wanted to learn the racial make-up of the police force. She has
gotten no response after several attempts and has even received very negative feedback for her
inquiry. I am assuming the information is public information, and I wonder if you can direct me to the
proper source for gathering this data about our police force.

The Task Force has created a Mission Statement, goals, objectives and
these five committees to begin action. Those committees have just begun
meeting. A progress report from the group is expected in early 1995.
COMMUNITY-BASED TASK FORCE ON
GANGS, DRUGS AND YOUTH VIOLENCE
Mission Statement:
The mission of the Community-Based Task Force on Gangs, Drugs and Youth Violence is to promote a
community as free as possible from these social problems. In pursuit of that mission, we intend to accurately
determine the nature and extent of the threat posed to the Dubuque community; to identify resources which
are available and those which need to be developed or enhanced; to formulate appropriate responses; and to
coordinate those responses by various elements of the community.
Goals:
1. To promote equal enforcement of rules by authority figures, such as courts, parents, teachers and school
administrators, police and others, in order to allay perceptions of unfair treatment of any persons by any
authority system.
2. To provide accurate information about gangs, drugs and youth violence.
3. To identify prevention, support and intervention programs in order to minimize environmental factors
which may influence young persons [o affiliate with gangs, use drugs, or engage in violence.
4. To urge community responses concerning gangs, drugs and youth violence such as zero tolerance of
signs, symbols, or behavioral which signal acceptance or endorsement of any gang or gang philosophy,
or which promote drug usage, violence or criminal activities.
5. To recommend appropriate laws, policies and rules to enhance the goals of the Task Force.

To provide input and support to the Neighborhood Based Recreation Program.
