2 20 03 Minutes this meetingCITY OF DUBUQUE, IOWA COUNCIL PROCEEDINGS OFFICIAL City Council, Special Session, February 20, 2003 Council met in Special Session at 6:15 P.M. in the Library Auditorium Present: Mayor Pro-Tem Buol, Council Members Cline, Connors, Markham, Michalski, Nicholson, City Manager Michael Van Milligen Absent: Mayor Duggan Mayor Pro-Tem Buol read the call and stated this is a special session of the City Council called for the purpose of discussing various City departmental budgets. Engineering Department: Discussion centered on the proposed Storm Water Utility. Mike Portzen, Chair of the Storm Water Citizens Advisory Committee, and Steve Sedgwick, Stormwater Utility Consultant with Camp Dresser & McKee, spoke clarifying specifics of the proposed utility. Dave Stuart, 1470 Locust, spoke stressing the need for other City projects and programs. Operations and Maintenance Department budget: Council reviewed the budget and discussed the proposal for the new facility. Planning Services Department: Discussion centered on the request for an additional full-time Associate Planner and the hiring of a consultant to review and update the Zoning Ordinance. Dave Rusk of the Long Range Planning Advisory Commission and Chris Wand of the Historic Preservation Commission spoke requesting Council consider funding both decision packages. Airport and Library budgets: Council discussed both budgets and their various decision packages. There being no further business, upon motion meeting adjourned at 8:55 P.M. /s/ Jeanne F.
