SUBJECT: Revision to City of Dubuque Code of Ordinances Sections 44-83
(a)(2) and 44-83 (a)(3)g. establishing sewer rates
Introduction: The purpose of this memorandum is to submit to you a copy of the
two proposed ordinance changes, FY2004, for your review and approval.
Discussion: It is recommended in our budget request for FY2004 that a 3%
sewer rate increase be irnplemented. Old and new sewer rates are shown on the
following pages. The ordinance changes would revise paragraphs (a)(2) and
(a)(3)g. of Section 44-83 the Code of Ordinances fixing basic wastewater
charges for residential, commercial and minor industrial users..
Recommendation: Staff and I are recommending that the attached proposed
ordinance changes be reviewed and approved by the City Manager and City
Council with the effective date of July 1,2003.

Section 44-83. Established:
(a) Commencing with all billings on and after July 1, 2003, contributors
whose property lies within the corporate limits of the City, except as
otherwise provided in this Division, shall pay to the City at the same
time payment for water services is made, a sewer service charge
computed on water consumption on the following rates:
(1) Basic Charges: The sewer rates and charges shall be based on the
quantity of water used on or in the property or premises. For all
customers utilizing sewer service, bills will be issued on estimated
consum ption. For estimated billings, either on alternate months, or
when a reading on a water meter is not obtainable for any reason
consum ption will be predicated on the monthly average of the past
usage for the metered account. For estimated bills issued for an
account in which historical data is not available, billing will be
predicated on the minimum charge and related consumption identified
in subsection (a)(3)g. of this Section for the size of the water meter in
service for the particular account.
(2) Schedule of Rates: Rates per each one hundred (100) cubic feet $1.64

is charged, the minimum sewer service charge, according to the size of
the meter, shall be as follows;

ORDINANCE NO. 10-03
AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF
DUBUQUE, IOWA, SECTIONS 44-83 (a)(2) AND 44-83 (a)(3)g.
ESTABLISHING BASIC SEWER RATES FOR RESIDENTIAL AND
COMMERCIAL USERS.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL FOR
THE CITY OF DUBUQUE, IOWA:
Section 1. Section 44-83 (a)(2) of the Code of Ordinances, City of
Dubuque, Iowa is hereby amended to read as follows:
Rates per each one hundred (100) cubic feet ..... $1.64
Section 2. Section 44-83 (a)(3)g. of the Code of Ordinances, City of
Dubuque, is hereby amended to read as follow:
Where the quantity of water consumed is such that the minimum service is
charged, the minimum sewer service charge, according to the size of the meter,
shall be as follows:
