Van Milligen, City Manager SUBJECT:Burlington Northern Railroad Depot Restoration Project Iowa DOT No. STP-ES-2100 (618)--8V-31 Acting Public Works Director Gus Psihoyos is recommending acceptance of the Burlington Northern Railroad Depot Restoration Project, Contract No. 2 - General Demolition, as completed by Tricon General Contractor Inc., in the final contract amount of $38,000.00; and for Contract No. 5 - Steel, as completed by Renaissance Restoration, Inc., in the final contract amount of $87,625.57. Contract No. 5 - Steel, was 33.4% over the original contract amount due to change orders to the original project scope of work to address unforeseen structural conditions encountered during demolition and renovation of the historic depot structure. The project is funded with an Iowa Department of Transportation TEA-21 Grant, with the local match coming from the Dubuque County Historical Society. Van Milligen, City Manager FROM:Gus Psihoyos, Acting Public Works Director SUBJECT: Burlington Northern Railroad Depot Restoration Project Iowa DOT No. STP-ES-2100 (618)--8V-31 INTRODUCTION The enclosed resolutions provide for the acceptance of the completed construction contracts associated with the Burlington Northern Railroad Depot Restoration Project, Contract No. 2 - General Demolition and Contract No. 5 - Steel. BACKGROUND The Dubuque County Historical Society (DCHS) and the City as the local sponsor secured a Transportation Equity Act (TEA-21) Grant in the amount of $444,050 awarded by the Iowa Department of Transportation (Iowa DOT) for the Burlington Northern Railroad Depot Restoration Project. Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the project would be more efficiently managed and would have more local contractor participation if the project could be bid locally through the City of Dubuque. The Iowa DOT will allow local bidding of a TEA-21 project if the project elements being bid are estimated to cost less than $100,000 each. To achieve this, the Burlington Northern Railroad Depot Restoration Project was separated into eight (8) individual projects. The Burlington Northern Railroad Depot Restoration Project, Contract No. 2 - General Demolition, included removal of the existing roof, walls (other than masonry walls) and flooring necessary to complete the new construction. Contract No. 5 - Steel, included the construction of all structural steel columns, beams and steel members needed for stairs, handrails and railings. DISCUSSION Contract No. 2 - General Demolition, has been completed on the project by Tricon General Contractor Inc. of Dubuque, Iowa, in the final contract amount of $38,000.00. Contract Ne,. 5 - Steel, has been completed on the project by Renaissance Restoration, Inc. of Galena Illinois, in the final contract amount of $87,625.57, which is a 33.4% increase from the original contract in the amount of $65,676. The reason for the increase in cost associated with Contract No. 5 - Steel, resulted from change orders to the original project scope of work to address unforeseen structural conditions encountered dudng demolition and renovation of the historic depot structure. The following is a summary of the multiple construction contracts for the Burlington Northern Railroad Depot Restoration Project, of which Contract No. 2 - General Demolition and Contract No. 5 ~ Steel are completed. The remaining construction contracts are anticipated to be completed by June 2003, which will coincide with the opening date of the Mississippi River Discovery Center Museum and Aquarium. BUDGET IMPACT The statement of probable cost for the Burlington Northern Railroad Depot Restoration Project is $575,514. The eight (8) individual contracts awarded for the project total $525,515 (including approved change orders). The Dubuque County Historical Society has a TEA-21 Grant awarded by the Iowa Department o¢ Transportation in the amount of $444,050 for the project. The multiple contracts will be funded with 20% Dubuque County Historical Society funds and 80% State/Federal funds and up to the maximum grant amount. The City is the sponsor of the TEA-21 Grant but will not have any funds contributed to the project. To date, approximately $49,999 of the TEA-21 Grant funds have been allocated for Architectural - Engineering Design fees, which were approved by the State. The statement of probable cost for the selected construction contracts for the Burlington Northern Railroad Depot Restoration Project is as follows: Contract No. 2 - General Demolition: $ 38,000 Contract No. 5 - Steel: 87,626 Remaining Contracts (Not Yet Completed): 399,889 Architectural- Engineering Design Cost: 49,999 Projected Total Renovation Cost: $ 575,514 The project funding for the Burlington Northern Railroad Depot Restoration Project is as follows: Dubuque County Historical Society (Match) $131,464 Iowa DOT TEA-21 Grant 444,050 Total Renovation Project Funding $ 575,514 ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final contract amount for Contract No. 2 - General Demolition and Contract No. 5 - Steel, associated with the Burlington Northern Railroad Depot Restoration Project.
