The Commission meeting convened at 8:32 a.m. in the Majestic Room at Five Flags
Center. Chairperson Mark Nauman presided.
Rod Bakke _moved to approve the December 16, 2002 Five Flags Commission Minutes,
seconded by Mike Brannon. Minutes were approved by all.
Manager Wolfe reported that the month of December featured multiple events including
4 shows of the Nutcracker, 2 days of craft shows, 3 Dubuque Symphony Orchestra
Holiday Pops Concerts, and one Dubuque Dance Studio performance. For the first time,
the Dubuque Symphony Orchestra held a Holiday Pops Concerts on Friday, which
proved very successful. The Dubuque Dance Studio was sold out, and Five Flags will
recommend that two shows be done next year if they choose to do a holiday show.
Public skating sessions were very well attended, with 18 public, 3 adult, and 2 family
skating sessions offered. Digital cable, non-commercial music is now being used in the
arena during skating.
January will be filled with theater performances. Hempstead High School has moved
into the theater for their production of Les Miserables January 16 - 19. January 18 will
feature the inaugural Wendy's Women's Basketball Classic. A mailer of 850 postcards
offering a $2.00 discount for the January 30 production of Dancetime was sent to a very
targeted. Ticket and gift certificate sales were very good for the holiday season, helping
to jump start ticket sales for upcoming events.
December financials were reviewed. Nutcracker was a very good show for Five Flags. It
is estimated that the profit for it will be approximately $18,000. Manager Wolfe will send
a final Nutcracker report to commission members. Concession revenue is up from last
year, and it was discussed whether there was a way to track how much of the increase
in revenue was due to increased prices.
Cindy Fuller inquired about the possibility of having a change machine installed so
children can get change for the vending machine cart, since the concession stands do
not give out change. Manager Wolfe reported that she had previously discussed the
concession stand policy on giving out change with concessions manager John Snider.
He said that the policy was in place because children were requesting change when the
stands were very busy, and that priority was given to customers making purchases. It
was suggested that Manager Wolfe look into the cost of purchasing a change machine.
She reported that Five Flags receives a very small percentage of revenue from the
vending machine cart, therefore it may be more feasible for the owners of the vending
machines provide a change machine. She will also discuss with John Snider having
'oncession stands start to give out change.

Old Business. Mark Nauman thanked Five Flags for the towel hooks that were hung in
the locker rooms.
New Business. Commission members were given a draft of the Five Flags Center User
Policies and Procedures. Gil Spence asked the commission to review it for discussion at
a future meeting.
There being no further business, Mike Brannon moved to adjourn the meeting. It was
seconded by Rod Bakke and approved by all. The meeting adjourned at 8:47 a.m.
