Minutes Mechanical Bd 2 18 03DATE: TIME: PLACE: CHAIR: MEMBERS PRESENT: MEMBERS ABSENT: STAFF: MEDIA: OTHERS: MINUTES OF MEETING MECHANICAL BOARD Monday, February 18, 2003 4:00 P.M. Conference Room A, City Hall, Dubuque, IA. Tom Giese Todd Geisler, Jack Papin, Harlan Willenborg, Mike Kelly, Dave Stuart Dave Grothe Tom Reed None None Meeting was called to order at 4:05 P.M. by Chairman Tom Giese, and announced that it was being conducted in accordance with Iowa Open Meetings Law. Order of business was as follows: Discussion was held on whether or not a water heater used for hydronics would be classified as a boiler. Dave Stuart proposed that according to Ch. 10 of the U.M.C., Sec. 1002.0, exception #1 states that: "hot water heaters used for hot water supply are regulated by the plumbing code." Hot water heaters used for heating would be classified as a boiler. Mike Kelly pointed out that the requirements for Boiler group A are 2 high limit controls. Mike stated that since hot water heaters are not electric, one of the hi limits was not possible unless a solenoid was put in line on the gas line. Dave Stuart stated that the code allowed for unpowered safety devices are accepted. Motion by Dave Stuart to accept water heaters installed for heating be classified as a boiler. Seconded by Mike Kelly. The vote was unanimous in favor of motion. Discussion was held on Experior testing agency regarding them possibly dropping three current mechanical competency exams, namely, Master Gas, Refrigeration, and Boiler Installation. Motion by Mike Kelly to review old tests that the City has and bring them up to date if Experior does indeed drop the tests. Seconded by Harlan Willenborg. The vote was unanimous in favor of motion. Members signed competency card applications and Certificate of Registration for the following: Brian A'Hearn #644, Michael Reed #645, and Melody Doyle ~46 North American Mechanical, Inc. #163 Motion was made to adjourn by Mike Kelly, seconded by Harlan Willenborg.
