NOTICE OF TERMINATION OF SERVICE AT
DUBUQUE, IOWA
Mesaba Aviation, Inc. d/b/a Mesaba Airlines ("Mesaba") hereby submits this notice,
pursuant to 49 U.S.C § 41734 and 14 C.F.R. § 323.3, of its intent to terminate sexvice to
Dubuque, Iowa, effective May 13, 2003. Mesaba provides this service as Northwest Airlink. In
support of this Notice, Mesaba states the following:

3. American Eagle Airlines, Inc., an American Airlines codeshare parmer, currently
offers two roundtrip flights each day and one roundtrip flight six days each week between
Dubuque and Chicago, Illinois (ORD). All of these flights are on a non-stop basis. After
Mesaba terminates service, Dubuque still will have service to a large hub airport.
4. The routing and schedule of the service that Mesaba intends to terminate effective
May 13, 2003 is as follows:

5. Mesaba operates these flights with Saab SF340 aircraft (34 passenger seats)
6. Mesaba intends to terminate Dubuque service effective May 13, 2003. The last
service will operate on May 13, 2003.
7. The Department has determined that the level of essential air service for Dubuque
is a minimum of two daily roundtrip flights to/from Chicago. The service to Chicago must be
operated on a nonstop basis. See DOT Order 84-5-74.
8. The effective date of this Notice is February 12, 2003. Objections to this Notice
are due on or before 20 days from the date of this Notice, or by March 4, 2003.

9. As required by 14 C.F.R. § 323.7(a), this Notice is being served upon all persons
listed on the attached service list.
