The Dubuque City Council met in special session at 5:00 p.m. on October 5, 2009 in
the Historic Federal Building.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick,
Voetberg; City Manager Van Milligen, City Attorney Lindahl
Mayor Buol read the call and stated this is a special session of the City Council to
discuss the new parking ramp design.
City Manager Van Milligen provided the background of the project and the
recommendation of the historic design.
Economic Development Director Dave Heiar introduced the project consultants and
architects Ken Johnson and Jeff Henriksen of Desman & Associates and Marty Johnson
of Straka Johnson Architects.
Marty Johnson presented a slide show of the project’s demographics, site plans,
elevations and design concepts. He and Mr. Henriksen responded to questions by City
Council Members regarding design details, construction issues, traffic control,
amenities, access, and costs.
Following discussion, City Council reached a 5-2 consensus on historic design
concept C with Voetberg and Resnick voting nay.
There being no further business, upon motion the City Council adjourned at 5:52 p.m.
