Through the competitive quotation process for public improvements, the Thomas Place
Guardrail and Curb and Gutter Installation Project was awarded on October 8, 2009, to
Drew Cook & Sons Excavating Co., Inc., in the amount of $39,255, which was 36.37%
over the engineer's estimate.
City Engineer Gus Psihoyos recommends that the award for the Thomas Place
Guardrail and Curb and Gutter Project be officially recorded in the minutes of the City
Council
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Thomas Place Guardrail and Curb & Gutter Installation Project
CIPs 3001027 & 3501041
The Thomas Place Guardrail and Curb & Gutter Installation Project provides for the
removal and replacement of approximately 270 square yards of existing asphalt
pavement, the installation of approximately 275 feet of curb and gutter, and the
installation of guardrail along the east side (between 907 and 915) Thomas Place.
The following is a summary of the bids received:
Drew Cook & Sons Excavating Co., Inc. $39,255.00
Arensdorf Excavating, Inc. $40,185.50
Tschiggfrie Excavating, Inc. $40,779.00
Through the competitive quotation process for public improvements, this project was
awarded on October 8, 2009, to Drew Cook & Sons Excavating Co., Inc. in the amount
of $39,255.00. This is 33.59% over the engineer's estimate. The additional funding
needed for the project will be taken from CIP 3001027 (Guardrail Replacement).
The variance between the award and engineer's estimate are twofold: 1) The
engineer's estimate was based on historical costs for guardrail, most recently last year's
guardrail installation project along St. Mary's Street. The St. Mary's guardrail cost was
$24/lineal foot. All the bidders for Thomas Place used essentially the same sub-
contractor for the guardrail installation with the submitted bid price of $34/lineal foot. 2)
Since there are very few guardrail contractors in this area, the competition is limited for
this type of work.
In accordance with the competitive quotation requirements of Iowa Code, Section 26.14,
it is necessary that the award for the Thomas Place Guardrail and Curb & Gutter
Installation Project to be officially recorded in the minutes of the City Council.
