INTRODUCTION
The purpose of this memo is to recommend adoption of the attached resolution to be
considered at a public hearing approving the plans, specifications, form of contract and
the estimated cost for the North Fork Catfish Creek Stormwater and Sanitary Sewer
Improvements Project -Phase III.
DISCUSSION
Phase III of the North Fork Catfish Creek Stormwater and Sanitary Sewer
Improvements Project involves the replacement of just over 4,700 feet of 12-inch
diameter clay sanitary sewer from Keystone Drive to the Northwest Arterial (IA32) with
600 feet of 24-inch diameter and 4,130 feet of 18-inch diameter ductile iron sanitary
sewer.
Phase III also includes stormwater management improvements outlined in the Drainage
Basin Master Plan: replacement of the Key Way culverts (CIP 7201662), an additional
culvert at Rosemont Street (CIP 7201911) and creek improvements to improve flow and
stabilize the creek banks from Key Way to the Northwest Arterial (CIP 7201807 &CIP
7202018).
RECOMMENDATION
I recommend approval of the plans, specifications, form of contract and the estimated
cost for the North Fork Catfish Creek Stormwater and Sanitary Sewer Improvements
Project -Phase III.
BUDGET IMPACT
The construction cost estimate for Phase III is as follows:
Construction $1,507,065.00
Contingency 150,706.50
Engineering 237,100.00
Total Project Estimate $1,894,871.50
The North Fork Catfish Creek Stormwater and Sanitary Sewer Improvements Project -
Phase III involves the reconstruction of just over 4,700 feet of 12-inch diameter clay
sanitary sewer from Keystone Drive to the Northwest Arterial (IA32). This work is
eligible for the FEMA Hazard Mitigation Grant Program funds. Per the award
agreement, 85% of the construction and engineering services costs associated with the
replacement of the sanitary sewer are eligible for the grant funding. Project expenses
prior to April 16, 2009, such as the design engineering, are ineligible. Moreover,
construction contingencies are ineligible. Finally, due to the bids, the FEMA grant will
not cover the entire cost of installing the sanitary sewer. Therefore, there is a portion of
the project expenses that the City must fund even though these expenses are FEMA-
eligible expenses. Essentially, the FEMA funds allocated for the project fall short of the
actual project costs.
The approximate federal, state, and City share of the project cost is $199,073.25,
$26,543.10, and $1,669,255.15 respectively as outlined in Table 1. The City intends to
borrow the $1,669,255.15 through the SRF program and be eligible for approximately
$279,008.03 of the loan to be forgivable through the ARRA stimulus package. This is
also reflected in Table 1. The City's total project cost for Phase III is estimated to be
$1,390,247.12.
