Sealed bids were received for the 2009 Sewer CIPP Lining Project. City Engineer Gus
Psihoyos recommends award of the contract to the low bidder, Visu-Sewer, Inc., in the
amount of $134,861.25, which is 6.63% under the estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the 2009
Sewer CIPP Lining Project.
BACKGROUND
The sewers identified for lining as part of the 2009 lining project are as follows:

Two brick manholes on Loras Boulevard near Prairie Street will be rehabilitated. In
addition to the sanitary sewers to be lined, a small section of storm sewer on Fenelon
Street will also be lined as part of the project.
BID RESULTS
Bids were received on the project on October 8, 2009. Visu-Sewer, Inc of Pewaukee,
Wisconsin, submitted the low bid in the amount of $134,861.25. This amount is 6.63%
under the estimate of probable cost. A summary of the bid proposals received is as

RECOMMENDATION

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE 2009 SEWER CIPP
LINING PROJECT
Whereas, sealed proposals have been submitted by contractors for the 2009
Sewer CIPP Lining Project (the Project) pursuant to Resolution No. 358-09 and Notice
to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 25t"
day of September, 2009.
Whereas, said sealed proposals were opened and read on the 10t" day of
September, 2009 and it has been determined that Visu-Sewer, Inc of Pewaukee,
Wisconsin, with a bid in the amount of $134,861.25, is the lowest responsive,
responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Visu-
Sewer, Inc and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
