Van Milligen, City Managie'r FROM: Don Vogt, Public Works Director ~(~J SUBJECT: Salt Dome Conveyor Project -CIP# 2502153 DATE: September 9, 2009 INTRODUCTION The attached resolution authorizes the award of contract for the Salt Dome Conveyor Project (CIP #2502153). BACKGROUND In the fiscal year 2010 Capital Improvement Project budget, funds are allotted for the purchase and installation of a conveyor system in the salt storage dome at the Municipal Services Center. At the City Council's September 8t" meeting, it approved the initiation of the public bidding process for the Salt Dome Conveyor Project. The City Council also set the public hearing date for said project for September 21St. The public hearing was subsequently held on September 21St and no objections were received. DISCUSSION Engineering plans and specifications for this project were prepared by Kueny Architects L.L.C of Pleasant Prairie, Wisconsin. Kueny is the firm that designed the Municipal Services Center and the salt storage dome earlier this decade. This project will include the construction of a conveyor pit, installation of a salt conveyor system, modifications to the electrical system, and modifications to the roof panels of the storage dome. Completion of this project will provide for quicker and safer dome-loading operations, and allow full use of the building's design capacity. BID RESULTS Sealed bids for the Salt Dome Conveyor Project were opened at 2:00 p.m. on October 6, 2009. Three bids were received for this project. Listed below is a tabulation of the bids received: Conlon Construction $128 400.00 Dome Corporation of North America $149,650.00 Tricon Construction $168 000.00 BUDGET IMPACT Estimate Bid Award Construction Contract $ 141,135 $128,400 Contingency $ 16,000 $ 16,000 Engineering 2 865 2 865 Estimated Total Project Cost $ 160,000 $147,265 This project will be funded with monies budgeted specifically for the Salt Dome Conveyor Project in the Public Works Department's FY 2010 Capital Improvement Project budget: CIP# - 2502153 $160,000.00 RECOMMENDATION I recommend that the City Council award the construction contract for the Salt Dome Conveyor Project to the low bidder, Conlon Construction of Dubuque, Iowa, in the amount of $128,400.00. This bid is 9.02% below the construction estimate of probable cost. ACTION REQUIRED The City Council is requested to approve the attached resolution awarding the Salt Dome Conveyor Project to the low bidder, Conlon Construction of Dubuque, Iowa, in the amount of $128,400.00. Attachment RESOLUTION NO. 425-09 AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE SALT DOME CONVEYOR PROJECT whereas, sealed proposals have been submitted by contractors for the Salt Dome Conveyor Project (the Project) pursuant to Resolution Number 333-09 and Notice to Bidders published in the city of Dubuque, Iowa on the 11t" day of September, 2009. Whereas, said sealed proposals were opened and read on the 6t" day of October, 2009 and it has been determined that Conlon Construction Company of Dubuque, Iowa with a bid in the amount of $128,400.00 is the lowest, responsive, responsible bidder for the Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the Public Improvement Contract for the Project is hereby awarded to Conlon Construction Company and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
