SUBJECT:Research on Bluffland Protection Measures
At their February 17 meeting, the City Council asked that City staff collect information
about bluffiand protection measures. The bluffiand overlay concept in Dubuque
County's Land Use Plan was mentioned, along with the Iowa Natural Heritage
Foundation and the American Planning Association (APA).
Planning Services Manager Laura Carstens contacted Jim Gonyier, Urban/Regional
Planner at ECIA, who prepared the County's Land Use Plan; Anna O'Shea, Dubuque
County Zoning Administrator; Darrel Mills, Land Conservation Specialist at the Iowa
Natural Heritage Foundation; and the Amedcan Planning Association's Planning
Advisory Service about bluffland protection measures.
Jim Gonyier is the only person who has sent information so far. Anna O'Shea is looking
for information that she has. Both Darrel Mills and the American Planning Association
have indicated that it will be next week before they can get their information sent out.
At this time, it is anticipated that the information will be received in time to respond to
the City Council's request at their April 7 meeting.
