City Council, Special Session, February 26, 2003
Council met in Special Session at 6:15 P.M. in the Public Library Auditorium
Present: Mayor Duggan, Council Members Buol, Cline, Connors, Markham, Michalski,
Nicholson, City Manager Michael Van Milligen
Mayor Duggan read the call and stated this is a special session of the City Council called for
the purpose of discussing various City departmental budgets and to conduct a public hearing on
the Community Development Block Grant Program.
Community Development Block Grant Program Public Hearing
Upon motion the rules were suspended to allow anyone present to speak.
Walter Pregler, 2966 Shiras Ave., Chair of the Community Development Commission,
requested that the Budget stay as presented.
After reviewing the proposed budget, Michalski moved to restore $10,000 to the Historic
Preservation Rehab Program, taking $5,000 from the First Time Homebuyers and $5000 from
Homeowner Rehab. Seconded by Cline. Carried by the following vote: Yeas—Buol, Cline,
Connors, Markham, Michalski, Nicholson. Nays—Duggan.
Michalski moved to adopt the CDBG Plan as amended. Seconded by Cline. Carried by the
following vote: Yeas—Buol, Cline, Connors, Markham, Michalski, Nicholson. Nays--Duggan.
Purchase of Services:
Sue Czeshinski of the Chamber of Commerce Convention and Visitors Bureau spoke
requesting funding.
Chuck Isenhart of the Dubuque Area Labor Management Corporation and Dan White,
President of Union Local 94, spoke requesting funding.
Bob Felderman, President of the Dubuque Main Street Ltd. spoke requesting funding.
Steve Jacobs, Director of Project Concern, spoke requesting funding for three programs.
David Runyan of Helping Services of NE Iowa spoke requesting funding.
Linda Chapman, Director of RSVP – Retired Senior Volunteer Program, spoke requesting
funding.
Diane Thomas of Substance Abuse Services Center spoke requesting funding.
Upon motion the rules were reinstated limiting discussion to the Council.
Nicholson suggested that the repayment schedule for the Convention and Visitors Bureau be
moved back one year so they get some additional benefit.
There being no further business, upon motion meeting adjourned at 7:35 P.M.
