To the Honorable Mayor and City Council, Dubuque, Iowa. Gentlemen As you know, we have had difficulty in meeting the payment of limited levy bonds with the maximum levies per- mitted by law. The problem of meet- ing maturities of these bonds in even greater amounts during the fiscal years 1943-44 and 1944-45 raises the question of how the money is to be obtained. $verything possible should be done to meet the situation without having to refund any of these bonds. To refund the bonds would not be paying the City's indebtedness, but simply extend- ing the debt for a longer period and obligating the funds which will be need- ed for other purposes. Therefore, I recommend that the Council create sinking funds by setting aside unexpended balances in other funds which can be spared for this purpose. I believe enough money can be saved in this manner which, with the funds already available, will meet the bond maturities and avoid having to refund any of them. Respectfully submitted, A. A. RHOMB~RG, City Manager. Councilman Murphy moved that the recommendation of City Manager Rhomberg be approved. Seconded by Councilman Schueller. Carried by the fcllo~ving vote: Yeas-Mayor Thomp- son, Councilmen Murphy, Schueller, Van Duelman, Wharton. Nays-None.
