Proclamation_Ruby Sutton Day November 15, 2009
PROCLAMATION
WHEREAS, Ruby Sutton retired on September 30, 2009 after 36 years of service to Operation: New View
Community Action Agency as Community Services Program Manager and previously having
worked for its predecessor the River Valley Community Action Program; and
WHEREAS, having lived in Dubuque since 1959, Ruby is considered an “institution” within the community and
has been called the “Mother Theresa” of Dubuque. Through her work, as well as her volunteer
involvement, she has touched the lives of thousands of people throughout Dubuque, Delaware
and Jackson Counties. Ruby is a tireless champion of justice, human rights, diversity and for
people in need; and
WHEREAS, her caring and persistent leadership has been felt in numerous organizations including the
NAACP Dubuque Branch, Dubuque Area Congregations United, Dubuque Community Food
Pantry, Project Concern, Dubuque Rescue Mission, Dubuque Human Rights Commission,
Dubuque Dispute Resolution Center, Dubuque Community Advisory Panel, Dubuque Community
Schools Education Advisory Committee, Mercy Medical Center Institutional Ethics Committee, as
well as dozens of other organizations; and
WHEREAS, Ruby received the Telegraph Herald’s First Citizen Award in 1984. She also received the Ruby
Sutton Award and the Peacemaker Award from the NAACP, the Woman of Achievement Award
and the Equal Rights Award from the Dubuque YMCA and was recognized with the Friends of
Iowa Civil Rights Award; and

WHEREAS, on the day after her retirement celebration, November 16, Ruby will celebrate her 77 birthday.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF THE

CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE 15 DAY OF
NOVEMBER, 2009, AS:
“RUBY SUTTON DAY”
IN THE CITY OF DUBUQUE, IOWA, AND CORDIALLY INVITE THE COMMUNITY TO ATTEND A
RETIREMENT CELEBRATION RECEPTION HONORING RUBY SUTTON ON SUNDAY, NOVEMBER 15,
2009 FROM 4:00 PM. TO 6:00 PM WITH A SPECIAL RECOGNITION CEREMONY AT 5:00 PM AT
WESTMINSTER PRESBYTERIAN CHURCH, 2155 UNIVERSITY AVENUE IN DUBUQUE.
