Working through Community Housing Initiatives (CHI), an application was prepared and submitted to the NeighborWorks America organization, in the amount of $150 000. As part of that submission, I was asked to prepare a letter of endorsement, representing the City of Dubuque. That letter is attached. The City has committed its resources to revitalization of this area, through atwo-year strategic planning effort recently completed; formation of the non-profit Washington Neighborhood Development Corporation (WNDC); capitalization of the WNDC with $100 000 for initial operating expenses; and commitment of staffing from several departments for on-going assistance to WNDC operations. We appreciate the efforts of Community Housing Initiatives, and Dubuque Main Street, in support of this revitalization effort. The partnership that is now forming will be the basis for a sustainable effort to support existing small businesses, recruit and capitalize new businesses, and develop a strategic plan for the revitalization of the Upper Central Avenue Corridor. With this combined expertise, and requested capital from NeighborWorks, we will be well on the way toward realizing a resurgence of commercial activity in the Washington Neighborhood.
