Housing and Community Development Department Director David Harris is
recommending City Council approval of a letter of support for the Washington
Neighborhood Development Corporation $150,000 grant application to the
NeighborWorks America organization to capitalize a small business loan fund for
Washington Neighborhood owners and entrepreneurs.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Recently, the WNDC was advised of an opportunity to apply for a grant to capitalize a
small business loan fund for Washington Neighborhood owners and entrepreneurs - a
key element in the recommendations from the Washington Neighborhood strategic plan.
Working through Community Housing Initiatives (CHI), an application was prepared and
submitted to the NeighborWorks America organization, in the amount of $150 000.
As part of that submission, I was asked to prepare a letter of endorsement, representing
the City of Dubuque. That letter is attached. The sources of assistance listed in the
letter are all previously-committed with prior City Council approval.

Upper Central Avenue Corridor business loan fund

The City of Dubuque enthusiastically endorses CHI's application to NeighborWorks
America for small business assistance in the Washington Neighborhood. The City has
committed its resources to revitalization of this area, through atwo-year strategic
planning effort recently completed; formation of the non-profit Washington
Neighborhood Development Corporation (WNDC); capitalization of the WNDC with
$100 000 for initial operating expenses; and commitment of staffing from several
departments for on-going assistance to WNDC operations.
We appreciate the efforts of Community Housing Initiatives, and Dubuque Main Street,
in support of this revitalization effort. The partnership that is now forming will be the
basis for a sustainable effort to support existing small businesses, recruit and capitalize
new businesses, and develop a strategic plan for the revitalization of the Upper Central
Avenue Corridor.
With this combined expertise, and requested capital from NeighborWorks, we will be
well on the way toward realizing a resurgence of commercial activity in the Washington
Neighborhood.
