Public Works Director Mike Koch is recommending award to the Iow bidders, as follows: Contract #1 - Wood Piers & Decking, including the alternate, to Conlon Construction in the amount of $73,500, which is 22.8% under the engineer's estimate. Contract #2 - Wood Framing & Railings to Tricon Construction in the amount of $77,100, which is 18.7% under the engineer's estimate. Koch, Public Works Director SUBJECT: Mississippi River Discovery Center Wetland Site Package II, Interior Walkways Project Iowa DOT No. STP-E-2100 (629) - - 81- 31 INTRODUCTION The enclosed resolutions provide for the award of the selected construction contracts associated with the Mississippi River Discovery Center (MRDC) Wetland Site Package II, Interior Walkways Project. BACKGROUND The Dubuque County Historical Society (DCHS) and the City as the local sponsor secured a Transportation Equity Act (TEA-21) Grant in the amount of $169,300 awarded by the Iowa Department of Transportation (Iowa DOT) for the MRDC Wetland Site Package II, Interior Walkways Project. Through discussions with the Iowa DOT, DCHS and City staff, it was determined that the project would be more efficiently managed and would have more local contractor participation if the project could be bid locally through the City of Dubuque. The Iowa Department of Transportation will allow local bidding of a TEA-21 project if the project elements being bid are estimated to cost less than $100,000 each. To achieve this; the MRDC Wetland Site Package II, Interior Walkways Project was separated into four (4) individual projects. As stated, the project has been separated into four (4) individual projects, and are summarized as follows: ContraCt I - Wood Piers & Decking: Installation of (97 each - 10" diameter) wood support posts for interior walkways in cast- in-place concrete to 4'-0" below grade. Installation of deck boards for interior walkway surfaces. Contract 2 - Wood Framing & Railings: _ Construction of treated wood structure for interior walkways. Fumish and install ail perimeter wood railings with metal handrails. Contract includes all cedar skirting and railing material. Finish metal handrails & seal cedar materials as per the specifications. Contract 3 - Plumbing: Installation of (2 each) hose bibs and (1 each) drinking fountain. underground cold water supply lines for new fixtures. Contract includes Contract 4 - Electrical: Installation of lighting and convenience receptacles for the interior walkways. Contract includes rough-in of all power and control wiring. BID RESULTS Sealed bid proposals were received on the MRDC Wetland Site Package II Interior Walkways Project on March 4, 2003. The following is a summary of the bid proposals received fot the multiple construction contract components: Contract 1 - Wood Piers & Decking: Conlon Construction Co. Dubuque, Iowa $97,800 +3.2% DISCUSSION U pon receipt of the bid proposals, City staff, the Iowa DOT and the DCHS reviewed the multiple construction bid proposals. All bid proposals received were in compliance with the contract bid documents and both State and Federal regulations. RECOMMENDATION The recommendation of City staff, the Iowa DOT and the DCHS is to award construction contracts associated with the Mississippi River Discovery Center Wetland Site Package II, Intedor Walkways Project for Contract No.1 0Nood Piers & Decking) to Conlon Construction and Contract No.2 (Wood Framing & Railing) to Tricon Construction. A list of the selected construction contracts to be awarded are summarized as follows: Contract Contract Contractor Amount. The contracts being awarded at this time total $150,600. The Dubuque County Historical Society has an TEA-21 Grant awarded by the Iowa Department of Transportation in the amount of $169,300 for the MRDC Wetland Site Package II, Interior Walkways Project. The projects will be funded with 20% Dubuque County Historical Society funds and 80% State/Federal funds up to the maximum grant amount. The City is the sponsor of the grant but will not have any funds contributed to the project. Walton, P.E., Local Systems Engineer, IDOT RESOLUTION NO. 77-03 AWARDING CONTRACTS FOR THE MISSISSIPPI RIVER DISCOVERY CENTER WETLAND - SITE PACKAGE II, INTERIOR WALKWAYS PROJECT - NO. 1 (WOOD PIERS & DECKING, INCLUDING ALTERNATE COMPONENT) AND NO. 2 (WOOD FRAMING & RAILING) Whereas, sealed proposals have been submitted by contractors for the Mississippi River Discovery Center Wetland - Site Package II, Interior Walkways Project, Contract No. I (Wood Piers & Decking, Including Alternate Component) and Contract No. 2 (Wood Framing & Railing), pursuant to Resolution No.54-03 and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the 19th day of February, 2003. Whereas, said sealed proposals were opened and read on the 4th day of March, 2003, and it has been determined that the bid of the following contractors in the amounts specified were the lowest bids for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CiTY OF DUBUQUE, IOWA: Section 1. That contracts for the above improvement projects be awarded as follows, subject to the concurrence by the Iowa Department of Transportation: Contract No. 1 Wood Piers & Decking With Alternate Component Conlon Construction Co. $ 73,500.00 Contract No. 2 Wood Framing & Railing Tricon Construction 77,100.00 Total $150,600.00 Section 2. That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
