Minutes_Arts Commission 9 22 09MINUTES ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION Tuesday, September 22, 2009 Board Room, Carnegie Stout Public Library 360 W. 11th Street, Dubuque, Iowa Meeting was called to order at 4:34 p.m. following staff assurance of compliance with the Iowa Open Meeting Law. Commissioners present: Paul Hemmer, Ellen Henkels, Paul Kohl, Sue Riedel, Geri Shafer. Julie Steffen was out of town and Louise Kames was unable to attend. Staff Present: Jerelyn O'Connor. Approval of Minutes of August 25, 2009. Motion by .Henkels, second by Hemmer to approve as amended. Motion carried 5-0. OLD BUSINESS 1. Strategic Plan Update Chair Shafer led the discussion on the Strategic Plan. Goal #1: Advocate for increased arts funding from the City and other funders. Increasing funding levels from the City is the commission's top goal. Paul Hemmer indicated that he's had preliminary discussions with Dubuque 365 about creating an electronic and print media campaign to showcase the arts but is waiting for a response from Bryce Parks. Ellen Henkels offered to write a "My View" article on the importance of the arts for the Telegraph Herald. It was agreed that the action step of "create aPercent-for-Art program" needs further research before proceeding. Goal #2: Provide more ways to bring Dubuque's Arts community together. One of the action steps was for the commission to present annual or bi-annual listening sessions with grantees and other constituents. Commission decided to host a listening session this winter, perhaps in lieu of the January meeting. A major item for discsusion will be advocacy of the arts and discussion of the roles for the Commission, Dubuque Arts Council, Dubuque County Fine Arts Society, Dubuque Cultural Alliance, etc. It was also suggested to invite the Convention and Visitors Bureau to this session. 2. FY 2011 Operating Budget At last month's meeting, the commission decided to request increased funding for the arts and culture operating support program. There was discussion on whether to request a flat amount, a set percentage increase, or an incremental increase to be phased in over a number of years. Geri Shafer and Paul Kohl both favored a more long range approach. Paul Hemmer suggested requesting a 10% increase this year. Geri Shafer suggested tabling this discussion since two commissioners are not present at this meeting and she wants their input. 3. Arts and Humanities Month Update Paul Hemmer played the radio PSAs that have been recorded for arts and humanities month. Geri updated commission on the articles for Juliens Journal and 365 INK and the city council proclamation. Paul Kohl assembled statements from area artists on what inspired them to' become involved in their art and. that information is now on the city's website. The Dubuque Cultural Alliance reception is Friday, October 23. ITEMS FROM THE COMMISSION: INFORMATION SHARING: The Public Art Network Meeting is November 12-13 in Des Moines. Commissioners were provided copies of the agenda. ITEMS FROM THE PUBLIC: ADJOURNMENT The next Commission meeting is scheduled for October 24 and will begin at 4:30 p.m. Motion by Riedel and second by Hemmer to adjourn the meeting at 5:55 p.m. Motion carried 5-0.
