Van Milligen, City Mana FROM: Gus Psihoyos, City Engineer v ~ DATE: November 5, 2009 SUBJECT: IA 32 Capacity Improvements Project CIP 3002029 NW Arterial TSF Capacity Improvement CIP 2501814 NW Arterial Capacity Improvements CIP 3001011 Signalization Program INTRODUCTION The purpose of this memorandum is to request authorization to distribute a Request for Proposal (RFP) to seek qualified firms interested in providing street and utility engineering design, geotechnical investigation and testing for the improvements along IA 32, from US 20 to John F. Kennedy Road. BACKGROUND The IA 32 corridor is located on the west side of the City of Dubuque. This area has seen and continues to see a high level of growth. It is a corridor where operation and safety concerns have been heightened due to the dramatic growth of the traffic volumes over the past five years. The Iowa Department of Transportation (Iowa DOT) studied this corridor in 2006-2007 and found substantial roadway improvements would be needed to handle the projected growth. In recent years the City has applied for and received an Iowa Clean Air Attainment Program (ICAAP) grant ($448,086), along with a traffic safety grant ($500,000) for improving the capacity and safety of IA 32. DISCUSSION The professional consultant services contract for the IA 32 Capacity Improvements Project includes: - Street and utility engineering design. - Geotechnical investigation and testing for the installation of fiber optic cable, conduit, cameras, microwave sensors, vehicle detection, and networking equipment (including switches, etc.). - Modifications of the left-turn bays (single- to dual-lane). - Addition of right-turn lanes at Asbury Road. - Extension of both the northbound and southbound left-turn lanes at Pennsylvania Avenue. - Addition of a southbound right-turn lane at Pennsylvania Avenue. (Note: The additional right-turn lane may require modifications to the existing traffic signals.) The tentative schedule for the IA 32 Capacity Improvements Project is as follows: RFP Release to the Public RFP Response Due Date Recommendation to the City Manager Recommendation to the City Council Design Completion November 17, 2009 November 24, 2009 November 30, 2009 December 7, 2009 Approximately two execution of the agreement. months following the professional services The selected consultant will complete the study under the general direction and coordination of the City Engineering's Department as authorized by the City Council. BUDGET IMPACT The budget for the work outlined in the RFP is estimated to be approximately $100,000 depending on the negotiated scope of services. The consultant work will be funded from the following: CIP 3001011 Signalization Program $ 60,000 CIP 2501814 NW Arterial Capacity Improvements 40,000 Total Project Funding $199..
