The proposal submitted by the recommended consultant is attached. Background The City of Dubuque is the project sponsor on behalf of the Friends of the Mines of Spain (FOMOS) fora $150,000 Preserve America grant from the National Park Service. The estimated project budget is $300,000. The FOMOS is providing the grant match. The Exhibit and Education Program must be coordinated with the expansion of the E.B. Lyons Interpretive Center at the Mines of Spain from September 2009 to April 2010. Work on the Exhibit and Education Program is to begin in November 2009, with anticipated completion in May 2010. The Mines of Spain Interpretive Exhibit and Education Program will increase visitation, enhance interpretation, expand educational opportunities, and build partnerships at this National Historic Landmark, in accordance with the Secretary of the Interior's Standards for Archeology and Historic Preservation. Program costs include: A. Update and expand interpretive and educational exhibits B. Create new exhibits to explore the science, culture, and history of the region C. Tell the Mines of Spain story through: curriculum studies, workshops, seminars, publications, educational materials, indoor and outdoor exhibits, signs, audio-visual materials, and an enhanced website. Discussion The FOMOS has appointed an Education Committee to develop the Request for Proposals (RFP), review proposals, interview consultants, and recommend a consultant. The members of the FOMOS Education Committee are: Wayne Buchholtz, Park Ranger; Rich Henderson, FOMOS Board; Mike Gibson, FOMOS Board; and Nancy Wright, FOMOS Board. City staff members Ken TeKippe, Finance Director; Dave Johnson, Assistant Planner; and I assisted with the review of proposals and consultant interviews. In accordance with the federal grant requirements, the City of Dubuque Historic Preservation Commission, the State Historic Preservation Office, the Sac and Fox Tribe of the Mississippi, and the National Park Service also were asked to review and rank the proposals. Consultant for Mines of Spain Interpretive Exhibit and Education Program Page 2 The RFP was posted on the City of Dubuque website and sent to 52 exhibit designers. Twelve proposals were received, and evaluated on the following criteria: Qualifications and experience of the consultant -qualifications and experience of the principal consulting staff proposed to work on the project, reference checks, achievements and completion of similar projects within the past five years. 2. Grasp of project requirements and understanding of project scope -the consultant's analysis, preparation and level of interest. 3. Responsiveness and compatibility between consultant and the City of Dubuque - general attitude, ability to communicate with general public. 4. Proposed schedule required to complete project and ability to complete the project on time and within budget. 5. Proposed cost to complete project. The top five firms were interviewed as to their preliminary ideas for exhibits, educational programs and interpretive themes; capacity to do the project within our schedule and budget, and their workload; use of volunteers and recycled materials; and project coordination and management. This firm demonstrated a "can-do" and enthusiastic attitude to work within our aggressive project schedule and limited budget to tell the unique and complex story of the Mines of Spain. The project manager has extensive educational experience in museum and classroom settings, which is important for the educational and curriculum components of this project. Experience Design and their fabrication subcontractor, Hadley Exhibits of Buffalo, NY, have worked together on similar projects, and both incorporate sustainable design in their work. Recommendation The City Council is asked to concur with the selection of the recommended consultant, Experience Design, and then direct City staff to negotiate a contract with the firm for the Mines of Spain Interpretive Exhibit and Education Program. Project Management At EXP, we believe principals should be involved in all stages of a project, and not just in name only. For this project, we have designated Larissa Hallgren as Project Manager. Ms. Hallgren has over 18 years experience working on similar projects. She recently managed the exhibits for the Oxbow Eco-Center at Port St. Lucie, FL as well as the exhibits at the Holocaust Resource Center & Archives in Queens, NY. Ms. Hallgren will Keep an open line of communication with the client, checking in frequently and keeping an eye on the project budget and schedule. This is especially important on a project with a tight turnaround, such as this one. Principal John Carney will lead the exhibit design and act as principal in charge, overseeing all design intent, both 2 and 3-dimensional. Mr. Carney has over 20 years experience designing immersive exhibit experience. He is an award-winning industrial designer led the design for the exhibits at the Holocaust Resource Center & Archives, Mal<oshika Interpretive Center, and the Northern Forest Centers exhibition "Ways of the Woocls." Ms. Hallgren and Mr. Carney will be joined by principal Michael Roper, Executive Producer and Creative Director of Multimedia for Experience Media. Mr. Roper is an award-winning filmmaker and an accomplished multimedia producer. He has over 25 years experience developing media-based experiences for museums and on-line. Mr. Roper recently won a 2009 MUSE Award for his work with the New Jersey Historical Society on their exhibition "What's Going On? Newark and the Legacy of the Sixties." Our principals will be joined by senior exhibit designer Jessica Rubenstein, senior graphic designer Cynthia Nolan, and media technologist install supervisor )im Booth. Ms. Rubenstein has been developing experiential exhibits for EXP for the past five years, most recently completing the design of the Brand History Exhibits at MetLife and the exhibits at the Makoshil<a Interpretive Center. Ms. Nolan's graphic talent has been responsible for the environmental graphics at the Oxbow Eco-Center in Port St. Lucie and the Holocaust Resource Center & Archives. And Mr. Booth is present at every install, ensuring all media hardware is set up accordingly and is in sync with all exhibit elements. Supporting our core team, will be our junior staff members in both 2 and 3-dimensional design. Our key design personnel will work in collaboration with our team member Hadley Exhibits. Makoshika Interpretive Center, Glendive, MT For this 3,000 sf visitor center in the Badlands of Montana, we worked with the staff to re-energize their exhibit experience. Interpretive themes focused on the geologic and natural history of the area, as well as the plethora of fossil artifacts owned by the Center. Our designs reorganized the interpretive content, making the exhibits more accessible to visitors. Oxbow Eco-Center, Port St. Lucie, FL The Oxbow Eco-Center tells the story of the unique plants and animals that call the St. Lucie River home, and examines humans' impact on this important ecosystem. EXP was asked to upgrade the exhibit experience, working within the original exhibits. Our designs included a map table of the St. Lucie, with interactive books exploring the role of other major rivers in our earth's ecosystem. "Ways of the Woods," The Northern Forest Center, Bethel, ME EXP was retained by the Northern Forest Center to design this 1800 sf traveling exhibition which was created to be packed into a truck. Traveling to all corners of the vast expanse of the Northern Forest, "Ways of the Woods" tells the story of the culture and history of the community and the surrounding area. Highlights of the exhibition included the "Rings of Time," an interactive multimedia exhibit. MIT Museum, Cambridge, MA The MIT Museum functions as a showcase for the current research and developments being undertaken at the Institute. In 2007, the Museum retained EXP to develop and design the exhibits for their new 5,000 sf addition on the Ground Floor. Along with major exhibits on renewable energy and underwater research, EXP also created a core exhibit about MIT's ground-breaking cancer research, complete with aquariums displaying the subjects--zebrafish. "The Gault Site;' Bell County Museum, Belton, TX Part of the University of Texas, the Bell County Museum interprets the cultural heritage of the Bell County region. The exhibits we created explore the activities and finds at the Gault Site, an archaeological dig that has uncovered artifacts over 12,000 years old. For this small space, EXP made use of large environmental murals, discovery drawers, and a multimedia presentation. experience design Proposal to the Mines of Spain Interpretive Exhibit and Education Cents--~ 5 Experience Design has over 25 years experience designing and developing interactive and engaging exhibits for history museums and nature centers. We have collaborated with our clients to develop interpretive outlines and exhibits that tell the story of a community, town, or state--from the Bangor Museum & Center for History to the State Museum of Pennsylvania. And we are particularly suited for the interpretation of natural science and natural history centers, under the leadership of science teacher Larissa Hallgren. Archaeological dig exhibit designed by EXP for the Bell County Museum and the Gault Site in Texas Bangor Museum and Center for History, Bangor, ME EXP created an exhibit master plan and completed schematic design for this local history museum in Maine. Originally stationed in a historic house, the Museum was granted the use of a new building in downtown Bangor and was looking to develop new and exciting exhibits that would showcase Bangor history and her legacy as the "Queen City." We focused our exhibits on the Museums collection strengths which tied in nicely to Bangor's history--their unique trove of 19th century garments, relics and ephemera from the Civil War, logging tools and implements, and Native American artifacts from before the early settlers. Our interpretive plan puts the city in historical context and asks for visitors to add their own experiences to the exhibits. "Lions of Lake Manyara," John Ball Zoo, Grand Rapids, MI For this largest lion enclosure in North America, EXP designed exhibits that allowed visitors to envision the lions in their natural setting in Africa. Environmental graphics of Lake Manyar tribes added to the exhibit experience, which also included fun interactives such as a 'locking' lion's jaw. Hadley Exhibits fabricated and installed the components in record time. The State Museum of Pennsylvania, Harrisburg, PA EXP has hacl a long and successful collaboration with The State Museum for over 7 years. We originally worked with them to renovate their children's exhibit, creating the successful "Curiosity Connection." We were then asked to design new exhibit experiences for their History Galleries, and shortly thereafter create a new Master Plan. We have since begun implementing the Master Plan--with the new entry experience in Memorial Hall. The State Museum of Pennsylvania chronicles the history of the Commonwealth, placing the stories of Pennsylvania in context for the visitor and allowing them to make their own personal connections to the state. "All Roads Are Good," Smithsonian National Museum of the American Indian, New York, NY Our exhibit design approach at the NMAI for this exhibition was highly successful. By collaborating with various Native American Indian groups, and asking them to explain their own connections to the artifacts, we created a highly personal exhibition that was not merely a chronological presentation of artifacts. Spectacle Island Visitor Center, Boston Harbor Islands National Park, Boston, MA One of many islands in the Boston Harbor, Spectacle Island has been witness to thousands of years of Boston history--from the early Native American settlers, to the Civil War hospital, to the recent Big Dig. The exhibits for this new visitor center reflect the many changes Spectacle has seen over the years. The exhibits were designed with LEED certification in mind, and extend outside--interpretive signage on walking trails and hiking paths can be 6 found across the island. Curiosity Connection at The State Museum of Pennsylvania Circle Dance representation at `All Roads Are Good" "What's Going On? Newark and the Legacy of the Sixties," The New Jersey Historical Society, Newark, NJ The Historical Society was searching for an appropriate way to create a sensitive and evocative exhibition on the events of the summer of 1967--civil unrest that reverberated throughout the country. EXP was retained to design and develop the 2000 sf temporary exhibition, using the Museum's vast collection of oral histories. Multimedia and iconic artifacts combined to create a touching experience which drew excited reactions from all who visited. ioices of _.s Subcontractors EXP has teamed up with Hadley Exhibits for this project. Hadley Exhibits has over 60 years experience creating award-winning, world-class environments that are artifact, graphic and interactive intense, and incorporate the use of high-end materials and techniques. They have a 180,000 sf shop with over 100 fabrication professional. With experience crafting LEED-quality exhibit components, Hadley also develops conservation-specific cases, works with exhibit designers on custom lighting plans, and handles complicated multimedia displays as well as exhibit-specific components such as live aquarium displays. Hadley recently collaborated with Experience Design on the "Lions of Lal<e Manyara" exhibit at the John Ball Zoo. Together, we designed, fabricated and installed the exhibits in less than six months. Holocaust Resource Center & Archives, Queens, NY EXP recently completed the exhibit design for the highly emotional and sensitive exhibits at the new Holocaust Resource Center & Archives. Using the design of the new building as our cue, we fashioned our exhibits after "Kristallnacht"--the night of broken glass. It was important to the client that the building and exhibits work together. Communication We believe that frequent and constant communication are critical keys to a project's success. We have weekly in-house meetings amongst members of our project teams to ensure that we are working in concert with one another. We advocate for weekly or bi-weekly meetings with our clients as well. These can usually be done via conference call, but we have built face-to-face meetings into the schedule as well. Meeting frequently enables us to update our clients about a project's progress. We can also easily identify problems as they arrive, and deal with them swiftly and efficiently. In addition, open and effective communication leads to a project dialogue that is collaborative and builds consensus amongst all stakeholders. Connecting to Our Audience EXP recognizes that people come to museums for a variety of reasons, but visits are primarily social in nature. We work with our clients to create opportunities for visitors to interact with the artifacts and ideas, and connect with the exhibits on a variety of levels. As we design, we constantly consider our visitor and their various learning methods, designing for multiple levels of information and using different technologies to capture and hold interest. We work to heighten museum visitor engagement, and create viable heritage tourism destinations for our clients. Developing Cutting-edge Exhibits Part of our strength at EXP is thinking outside the box to incorporate novel interpretive approaches and interactive exhibit ideas. Having our multimedia team present on our projects from the outset allows us to consider media and its uses from the very start. It also enables us to work multimedia solutions seamlessly into the exhibit fabric. We recently used a novel approach to a timeline, creating a 'dynamic media timeline' that played out across three flat screens at the New Jersey Historical Society. The events of the Newark riots unfolded via archival images and footage, and chronologically-appropriate music. By taking the static element of a timeline, and making it more interactive and multi-sensory, we were able to heighten visitor awareness of the events. This timeline won a MUSE Award at the 2009 AAM Annual Meeting. Staying On Schedule and On Budget Along with our commitment to communication and a high level of principal involvement, EXP strives to remain on schedule and on budget throughout the course of a project. This is particularly important given the tight timeframe for this project. At the beginning of each project we create a schedule that is completely vetted by the client. This then becomes our road map to completion. We consistently check our budgets throughout the course of each project, designing specifically to each budget. We follow our project schedules closely and build in time for client feedback and the approval process. We unclerstancl that project milestones are important steps for the client, and we want to ensure that we are working together every step of the way. We know that the approval process can be a long one, and we will work to ensure that it is as smooth as possible. e~perienee design Proposal to the Mines of Spain Interpretive Exhibit and Education Center 11 The EXP Team will approach this project in the same manner we approach all our projects, collaboratively, and with a well thought-out work plan that enables us to remain on time and on budget. Our Team is thoroughly equipped to finish this project on time and on budget. Work Break Down Structure What follows is our proposed work plan, which can be tweaked should the client wish to do so. 12 __-- ,° ~~ ~ ,.,.,u..; e,.,..o,, Project Kick Off We start each project with an on-site, Kick-off meeting. All relevant team members from EXP, Hadley and EB Lyons Interpretive Center should be present at this meeting. We recommend spending a day or two getting to know the client group, the site and the content. We find that getting "in the field" and meeting with appropriate content advisors/experts is a valuable tool at the start of a project. If agreeable, this enables EXP to become familiar with the project parameters, expectations and hopes. This process typically sparks our creativity and results in design solutions that respond to the scope of work and the content discussed in the design charrette. The result of this initial meeting will be a working brief and schedule that we refer to throughout the course of the project. Conceptual Design (Experience Design) In this phase the exhibition takes on conceptual form. Throughout the process of design development, we use 3D models as well as detailed drawings to convey our intent and ideas. Using our proven design route, we provide a series of exhibit plans, 3D drawings and preliminary elevations/graphic treatments for review. Based on the development of the story, the budget, and architectural issues, we determine which exhibit or combination of techniques (artifact, text, interactive, immersive. etc.) we will use to transform the story into exhibition form. Once we have fully agreed on the above, a summary document is prepared which includes the following: •Story summary and communication goals • Relative size and adjacency of exhibit content areas (including bubble plans) •Visitor experience and exhibit techniques (including sketches) • Preliminary text and graphics •Budgetary and schedule impacts on exhibit program options •Architectural/space impacts on exhibit program options This document provides the foundation upon which the exhibition will take on a more concrete form. At the encl of this phase the client authorizes the story to be communicated. Design Development (Experience Design) In this phase the exhibition takes on physical form. Based on the initial ideas (stories and techniques) that were determined in the previous phase, we define each exhibit component (i.e. size, shape, etc.) and how the visitor will interact with it. We also develop the content further by conducting more detailed research and preparing the draft text. Layers of geological time at Makoshika Interpretive Center During this process each element is evaluated within the given budget for the quality of visitor experience as well as how well it communicates the content. At the conclusion of this phase, a summary document is prepared which includes the following: • Text style and structure, draft text, media outlines, and artifact list • Exhibit components, including layout, size and shape • Revised text and graphics • Evaluation of how well the exhibit components communicate each part of the story determined in the programming phase • Graphic approach, including methods and materials, photos and illustrations specification • Detailed estimate of exhibit components (20% variable) • Preliminary media hardware requirements, lighting plan, and architectural/exhibit integration This document defines the visitor experience for the entire exhibition. At the conclusion of this phase, the client authorizes all exhibit elements/techniques that will be used to tell the story. Final Design (Experience Design) In this phase the physical form of the exhibition is refined and finalized. Based on the character of the exhibit components and visitor experience clefinecl in design development, we determine exactly how each component looks, works and communicates. At the conclusion of this phase, we prepare a summary document which includes the following: • Final text, final artifact list, and final media outline Exhibit drawings of specific components: appearance, materials, and operation Plan view of visitor experiences illustrating all interpretive strategies, as well as layout and design of strategies in visitor space Detailed learning or experiential outcomes for each space • Recommendations for programming and activities, proposed assets for each space • Prototype design, fabrication and evaluation (formative evaluation) • Photo research, graphic layouts and illustration production Detailed estimate of exhibit components (10% variable) Final media hardware requirements, lighting plan, and architectural/exhibit integration Recommendations and opportunities for local area craftsmen and museum fabricators This document finalizes the design of the entire exhibition. At this point, instead of creating construction documents, we will ask Hadley Exhibits, our selected fabrication firm, to produce shop drawings. At the same time fabrication begins, the final graphics are moved into production. EXP and Hadley work closely during this time period to ensure that design intent is met. As exhibit elements are crafted, EXP oversees the process. We even invite our clients for a shop visit. EXP will remain on site during installation. Our media technologist also oversee media installation and troubleshooting. During this final phase all graphics are produced and signed-off on by the client. EXP Keeps a copy of all designs and graphics that have been sign-off on for future use. At the end of installation, we begin apunch-list. Our team is available to the client to handle any problems that may arise during this period, and even into the life of the exhibit. Project Coordination In addition, EXP has the knowledge and experience to coordinate electrical, lighting, plumbing, flooring and any special structural requirements with the project architect and building contractor. We often need to coordinate these items throughout the course of a project and understand the importance of maintaining clear lines of communication with other project vendors. Quality Assurance EXP and Hadley work with only the finest quality materials on the market. To that end, our designs are produced with a fine eye for detail. We are award-winning designers and fabricators. We know that most of our clients have a high visitation, and cannot afford to pay for exhibit components that simply will not hold up. We design for elegance, quality, high traffic flow, and longevity. Hadley fabricates the exhibits as such. If something is not delivered as promised, we work with our clients to get it right. We are absolutely certain that our standards of quality are some of the highest in the business, and we uphold these standards throughout the entire design and fabrication process. Sustainable Design As "sustainable" becomes more prominent in today's society, we incorporate green design into all of our exhibit practices. From advocating for more electronic deliverables so as to not waste paper, to specifying green materials for our designs, we are particularly cognizant about our own footprints, as well as those of our exhibits.
