SUBJECT: REAP Grant Agreement -Iowa 32 Bike/Hike Trail (Phase 3)
DATE: November 9, 2009
Introduction
This memorandum requests City Council approval of a FY 2010 REAP grant agreement for
installation of Phase 3 of the Iowa 32 Bike/Hike Trail. REAP (Resource Enhancement and
Protection) is an IDNR grant program. A resolution is attached.
Discussion
Phase 3 of the Iowa 32 (Northwest Arterial) Bike/Hike Trail will extend the 10-foot wide
paved trail approximately 1 mile from Plaza Drive to Holliday Drive along the west side of
Iowa 32.
The City does not have a current CIP budget for the Iowa 32 Bike/Hike Trail. No match is
required for REAP grants. Budget Director Jenny Larson has indicated that when the FY10
REAP grant is received, the project can be added through a budget amendment. The
attached REAP grant agreement for Phase 3 of the Iowa 32 Bike/Hike Trail is for the
maximum grant of $200,000.
Recommendation
I recommend that the City Council approve the resolution and agreement for a REAP grant
of $200,000 for Phase 3 of the Iowa 32) Bike/Hike Trail.
