7. Narrative Description:
This property is located in the West Eleventh Street Historic District. Style/Year: 1860s, single-story
remnant of two-story Second Empire style with Mansard roof. Special features include two full-height
bays (to east and south) with full-length windows, an interior spiral staircase between basement and
second floor, and a parquet walnut dining room floor.
Designer/Builder: Charles A. Wilber/Wilbur, architect and builder.
Physical Description: stone/frame construction, L-plan footprint (near square core, 28x26, 14x15
northeast corner wing), south square-cut bay (3x8) with pendants under cornice, narrow windows, east
bay (5x15). West porch (16x4) retains turned posts. Battered stone foundation, full bay south, south
through cornice dormer and chimney. Porch on southeast corner. Permits note re-roofings in 1956
and 1962 (half).
Alterations: loss of upper floor, addition to north (post-1909), various later cladding materials, asbestos
siding upper level. South foundation and first floor stone wall collapsed but is now restored, upper level
windows were enlarged pre-1934 and the broad cornice was cut away in places.
Landscaping/Setting: building first fronted to east and street below.
8. Narrative Statement of Significance:
Special Significance; Charles and Mary [Armstrong] Wilbur House. It is said to be the first house built
in Dubuque having a tower or cupola (not true, many earlier Italianate houses had these). Association
with its builder/designer, and first owner, architect Charles A. Wilbur, the apparent namesake for Wilbur
Street, which begins at this address.
Wilbur was born (c.1830) in Columbia County, New York, came to Dubuque in 1859 and died in
th
Dubuque (no obituary found). He was a Civil War veteran (promoted to lieutenant, Company g, 8
Iowa Volunteer Infantry Regiment) and is inaccurately claimed to be the city’s second architect, arriving
in 1859. He started his architectural training at age 17, in New York and then for five years in Canada.
He was noted for the near perfection of his masonry and stone cutting work (Lyon, p. 482). He
obtained this property in 1863, and presumably built it between 1863 and 1871. During construction,
his family resided in the two-story frame north wing, which served as Wilbur’s workshop.
Original Owner/Builder: it took eight years to finish this stone house.
Alfred McDaniels built a “fine large brick residence” on the Bluff top for $8,000. He then lived on Grove

between 13 and 14 streets (1858). By 1863 he resided at the corner of Walnut (?) and Grove
(Herald, October 22, 1856). This house?
Architect Charles A. Wilbur lived here perhaps as early as 1868. In 1858 he boarded on Bluff at the

head of 10. In 1868 he lived on the north side of Grove opposite 10. In 1873 he lived west of Bluff
and five houses north of the Lorimer Hotel “in rear on the bluff.” In 1880 he lived on the west side of

Grove south of West 11, in 1884 he lived on Grove between 9 and 10, and in 1890 he lived at 7
Grove Terrace, this address. He owned the parcel when it was sewered in c. 1896. Directories place

him at 7 [South] Grove (1873, on Bluff five north of Lorimer; 1868 West side Grove opposite 10), he

improved his residence in 1871 (being located on Grove between 9 and 10); spent $300 in
improvements in 1889 (Herald, December 17, 1871; December 29, 1889; Tribune December 21 1871).
The Wilbur family remained here until 1902 when it was purchased by Clarence H. Hubbard. J. J.
Nagle purchased it in 1925, and he sold it a year later to E. E. and Elizabeth Bowen, who still lived here
as of 1934 (Telegraph-Herald and Times-Journal, April 1, 1934).
Building History: 1889 birds eye shows as two-story Second Empire.

Physical Description: two-story frame square plan (21x25) with simple Mansard, rear 14x16 wing split
in ownership, only third floor owned by this property owner..
Alterations: re-fronted to east, attached shed roof garage on north side, resided, windows altered.
Permits note a re-roofing in 2000, concrete cellar wall replacement 1939.
Landscaping/Setting: on hillside, originally fronted east.

Building History: Wilbur account for 970 Grove Terrace states that he lived in this portion as the south
part was built which then dates this to pre-1860? Other evidence points to a much later date, c.1910-
15. This property has been counted as a separate one but it is really an addition made to 970. See
same for photograph.
