Absent: Ben Darr, Stephanie Grutz STAFF PRESENT: Assistant City Manager Cori Burbach President Specht called the meeting to order at 5:05 p.m. Burbach confirmed that the meeting was in compliance with the lowa Open Meeting Law. MINUTE APPROVAL: Robin Kennicker motioned, and Dean Boles seconded, approval of the minutes from the December 7, 2017 meeting. The motion passed unanimously. PUBLIC COMMENT: None. SUSTAINABLE DUBUQUE COMMUNITY GRANT UPDATE: Burbach presented a recommendation for changes to the Sustainable Dubuque Community Grant application process to the Commission that would be effective for the April 1 , 2018 deadline. Recommended changes include the addition of equity questions, an update to the scoring process, and the addition of three preference points for projects that address one of three RCAC priority areas (projects that increase social capital of neighborhoods, increase access to healthy local foods, especially in food deserts and/or help to meet the 50°k by 2030 Community Climate Action & Resiliency Plan). Commissioners recommended that staff consider offering funds to assist with replication of successful grants in the future. Roussell motioned, and Booth seconded, to approve the staff recommendation and forward to City Council. DESIGN AND RESILIENCY TEAM (DART) REPORT: Burbach reviewed the draft DART report with the Commission. She framed the action recommendations under the themes of Emergency Preparedness & City Planning, Neighborhood & Social Resiliency, Healthy & Resilient Community, and Placemaking. The Commission discussed the overlap between the DART, the Imagine Dubuque plan, and STAR, and identified low-hanging fruit for implementation. Burbach explained that the recommended actions will take many years to fully execute, and shared ways that these recommendations could be incorporated into departmental workplans. Commissioners discussed how existing City funds, such as Community Development Block Grant (CDBG) or Sustainable Dubuque Community Grants, could be used to incent implementation of the recommendations. MUNICIPAL CLIMATE ADAPTATION PLAN: Burbach presented the final University of Nebraska- Lincoln Municipal Climate Adaptation report. The Commission discussed an outreach and education plan that utilizes the data. The plan should include strategies to share the information with City staff, partners who could act on the information, and partners who might assist the City in sharing the information with the general public. STAR COMMUNITY RATING & IMAGINE DUBUQUE: EQUITY & EMPOWERMENT: After commissioners studied the data submitted for the Equity & Empowerment goal of the STAR Community certification, they discussed actions that could be undertaken in 2018 to prepare for the 2019 recertification. The Commission requested staff complete the Equitable Access to Services and Poverty Prevention outcomes, which Dubuque did not pursue in 2015. They also discussed several STAR actions, which Burbach will follow up with staff on. Commissioners requested more information on indoor air quality efforts in Dubuque; Burbach will report back to the RCAC. COMMISSIONER REPORT: Boles reported that $100,000 in CDBG funds will be allocated for a new microloan program for low-income business development, and that a a public hearing for CDBG funds will be held on January 17, 2018.
