First, let me congratulate you on looking to find ways to improve traffic flow for vehicles, pedestrians and bicyclists throughout this corridor. Hillcrest appreciates the attention this study gives to the intersections surrounding the Hillcrest campus that is bordered by Asbury Road, Hillcrest Road and Wilbricht Lane. We have been also concerned about the difficulty all traffic has of maneuvering around the unique intersections of Asbury and Wilbricht Lane, Asbury and Clarke Drive and Asbury and Hillcrest Road. The back up of traffic in front of our campus poses serious accident potential. As you deliberate on these proposals and consider the timelines and fiscal appropriations to them, I ask that you consider a few of Hillcrest's concerns at this time. 1. On February 16, 2009, you approved Hillcrest's application for rezoning of our property at 1985 and 1989 Asbury Road, at the intersection of Asbury and Wilbricht Lane. This rezoning approval was intended to allow Hillcrest to build a Chapel for the residents of Hillcrest. Hillcrest is raising funds for this chapel currently and is receiving much interest from Hillcrest stakeholders in this spiritual home for our residents. The proposed realignment of Wilbricht Lane and Asbury would eliminate this site for consideration. This makes fundraising for the Chapel even more difficult in these tough economic times if we are unable to tell prospective donors of the location of the Chapel. 2. The proposed realignment of Asbury and Hillcrest Road does offer an opportunity for an exchange of land created by the new green space between Hillcrest Road 2 and Hillcrest Family Services. If this intersection was moved one lot further up Asbury, it would create enough space for the location of the Chapel and make the Chapel even more accessible to residents. 3. Hillcrest and the Dubuque Community School District have been in discussions since August of 2008 regarding the construction of an education facility on our land on Wilbricht Lane across from Flora Park. Presently, 130 special education students attend school at the Hillcrest School, which is located in small classrooms, a rented double wide portable classroom and an outdated portable classroom. These students come from the Hillcrest residential program, but the majority are day students referred by the Dubuque Community School District. An expanded special education facility would increase traffic along Wilbricht Lane and necessitate an improved intersection with Asbury Road. Again, timing is an issue as we continue to plan with the school district on educational facilities. 4. On Apri120, 2009, I came before you to request an extension on the use of the double wide portable classroom. Approval was given, but you may recall the concerns of the Zoning Advisory Commission that we needed to come up with an alternative plan, as they were unlikely to approve an extension the next time. I shared with you and the Commission our discussions with the School District and there was support expressed for that effort. 5. I was pleased to be asked for my feedback from your consultants on September 16, 2009, and I shared the above issues with them. This led to a discussion with Steve Sampson Brown and our architect Marty Johnson on October 16t". At that time, we also made the above points and discussed options. We are grateful for the opportunity to dialogue with the consultants and city staff on this issue. I will be unable to attend tonight's work session due to the 25th Mario's Hillcrest Italian Dinner.
