Minutes Housing Comm 1 28 03MINUTES OF HOUSING COMMISSION MEETING DATE: TIME: PLACE: 28 January 2003 4p.m. Housing and Community Development Department Office Chairperson Kapler called the meeting to order at 4 p.m, following staff assurance of compliance with Iowa Open Meeting Law. Commissioners Present: Harry Neustadt Tom Swift, II Danita Grant Char Eddy Jim Holz Bill Helling Dorothy Culbertson Dave Kapler Commissioners Absent: John Plein Staff Present: David Harris Joleen Patterson Officer Gorrell KH~ N ~_v~_n Kelly Larson Officer Simpson Tusdee B!us Officer Harper Officer Olson Public Present: Doris Hingtgen Bob Felderman Review and certification of Minutes of 26 November 2002 Commission Meeting Commissioner Holz moved to approve the 26 November 2002 Commission meeting minutes as submitted. Commissioner Helling seconded. Roll Call. All present in favor. Motion passed. Correspondence / Public Input None. David Harris introduced Tusdee Blus to the Commission. Tusdee is the new Secretary for the Section 8 activity and will staff the Housing Commission. Commissioner Swift entered at 4:05 p.m. Old Business Lending Policy According to Bob Felderman, some appraisers did not feel that the policy would apply to them. Also, some Realtors are resistant to it, although they already are required by the Iowa Real Estate Board and Realtor Code of Ethics to abide by many of the stipulations covered by this policy. Bob recommended that the City do a blanket coverage with focus on the real estate brokers and appraisers. Commissioner Culbertson suggested that the buyer and seller should also sign. Joleen Patterson, Chairperson Kapler and Kelly Larson will revise the policy. Vacancies/Orientation David stated that we are short one member. Chairperson Kapler stated that Leo Hickie is a possible candidate. He will follow up with Mr. Hickey and report back to the Commission. America's Promise David distributed copies of a Powerpoint presentation, designed by Michele Covey, to be used locally to introduce the America's Promise concept. The intent is to start an initiative to establish Dubuque as a "Community of Promise." Trust Fund Committee Report The Committee met 28 January 2003 with Mary Shoen Clark from Memy Housing Midwest. They toured the Casket Facility located at 18th and Washington as a possible site for a potential housing project. Mercy is looking at a model to determine local support for development of additional affordable housing. More information will be brought to the Commission at the next meeting. New Business River Town Rent Survey David distributed the seventh annual River Town Rents Survey. it was agreed that we should request an opportunity to present this to the Board of Realtors. Tamelia Harris Request for Appeal Hearing Tamelia had been on and offthe Section 8 program over the past several years. Her children were involved in a fire, in which she was convicted of child endangerment, a felony. She would now like the Commission to hear her appeal of the denial to again receive assistance. She currently has custody of her children. Also, she is currently under court ordered supervision, and is on probation. The police a high volume of traffic in and out of her residence on St. Joseph St. Commissioner Holz moved to deny Tamelia Harris' request for hearing. Commissioner Culbertson seconded. Grant-abstain (due to her feeling that she needed more information to base her decision on). Roll Call. All others present in favor. Motion passed. Commissioner Eddy suggested that more information be provided to the Commission, in cases where a participant has failed to meet the initial filing deadline. She also suggested we determine if letters of recommendation would be appropriate and other information applicable to the appeal request. FY'04 Budget Recommendation A request was submitted to the City Manager for building expansion of the Housing and Community Development Department. Design Center Associates is working on a 30' x 40' addition at an estimated cost of $500,000, including restoration of the building facade. It has been recommended for FY'05, in the five-year Capital Improvements Program Budget. The City Council budget hearing will be held 26 February 2003, with dinner to be served at 5:30 p.m. for Commissioners wishing to attend. Commissioner Neustadt reviewed the CD Commission recommendations on budget cuts, and noted that the City Manager did not accept all the Commission's recommendations. Regarding Historic Preservation Loans, it was suggested that an analysis be done comparing 1) cost of meeting the Department of Interior requirements, 2) cost of Historic Commission changes and 3) cost to rehabilitate using substitute materials. Information Sharing Joleen reported no progress on working with the owner of the damaged home on Grove Terrace. The owner has made no decision on a loan application at this time. Adjournment There being no further business to come before the Commission, Commissioner Holz moved to adjourn. Commissioner Eddy seconded. Motion passed by a voice vote.
