Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, indicating that the request is to allow the continued
use of the portable classroom until June 30, 2006, a three-year extension. Mr. Gansemer
indicated that there was an error in the cover letter indicating a two-year extension.
Staff reviewed the previously approved ID amendment and noted there have been no
complaints regarding the use of the portable classroom.
There were no public comments at the headng. A list of concerns was submitted from an
adjoining preperty owner.
The Zoning Advisory Commission discussed the request, noting that the classrooms are
relatively hidden frem view and that extension of the time limit will not adversely impact
adjacent properties.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

Dear Mr. Kritz:
I am requesting a three-year extension for Hillcrest Family Services to allow a portable
classroom to remain on our property at 2005 Asbury Road within the ID institutional
district.
Our original request was granted in June 2000. Hillcrest added a portable classroom at
that time due to the need for additional classroom space for our special education
program. This classroom was needed for our secondary students. Since that time, our
program has continued to expand due to increased demand from the Dubuque
Community School District. The growth of our program has been steady, and it is in
dh'ect relation to the growth of special education students within the Dubuque
Community School District. Hillcrest is providing a valuable alternative for the Dubuque
Commmnity School District that allows them to use their existing spaces most efficiently
and appropriately.
In addition to the two classrooms in this portable classroom, we also needed to add
classrooms in two other areas on our campus. Hillcrest is also constructing two additional
classrooms, restrooms and support space in the lower level of om' building located at
2005 Asbury Road. These new classrooms will be completed in time for the 2002-2003
school year. The portable classroom that was approved in 2000 will continue to be
needed due to the demands.
A concern in 2000 was the bus traffic and parking situation. Presently, one full size
Dubuque School District bus makes two trips each school day to our Hillcrest school.
The bus pulls into our parking lot behind the school on Wilbricht Lane at 7:15 A.M. to
pick up staff. At 8:15 A.M. the bus returns and drops off students and staff on Wilbricht
Lane next to the new sidewalk that Hillcrest installed in 2002. The bus returns at
2:45 P.M. to pick up students and staff at the same location. It returns once again at
3:45 P.M. and drops off staff in the Flora Park parking lot across the street. Four vans
delivering students from four other school districts arrive in the morning and in the
afternoon. At all times, these vans pull into our parking lot behind the school.
All school staff uses either the parking in the lot behind our school or in the Flora Park
parking lot, which the Park District graciously allows us to use. We have prohibited any
other Hillcrest staff from parking on the south side of Wilbricht Lame, which has made
the traffic flow much easier. Hitlcrest has also undertaken some other changes, which
have alleviated the parking issue. We acquired the apartment complex at 1995 Asbury in
July 2002. It has a sixteen-stall parking lot, of which Hillcrest regularly uses twelve. In
the spring of 2002, our Hillcrest Clinic relocated from 2005 Asbury Road to West 7th
Street. This has decreased dramatically the demand on our small parking lot in front of
our 2005 offices.
Hillcrest is presently remodeling the 1995 and 2005 Asbury Road locations. The
construction vehicles are using the Hillcrest lots.

SUBJECT: Hillcrest Family Services: Portable Classroom Timeline Extension
INTRODUCTION
Hillcrest Family Services received approval for an amendment to their institutional
district in July 2000. Hillcrest Family Services requested an amendment to their
Institutional District to add classrooms as a permitted use and to allow the installation of
portable classrooms beyond the one-year maximum duration for a temporary use. The
Zoning Advisory Commission recommended approval of the request, subject to limiting
the use of portable classrooms to June 2003.
DISCUSSION
Hillcrest Family Services is requesting that their Institutional District be amended to
allow the deadline to be extended for use of the portable classrooms from June 30,
2003 to June 30, 2005.
Hillcrest Family Services Executive Director/CEO Gary L. Gansemer has provided a
letter that outlines the continued need for the portable classrooms beyond June 2003.
Mr. Gansemer also reviews the schedules of school buses arriving and departing from
the campus, as well as the provision of off-street parking for Hillcrest staff.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission review the criteria for
institutional Distdct contained in Section 3-5.5 (F) and make a recommendation to the
City Council.

ORDINANCE NO. 18-03
AN ORDINANCE AMENDING APPENDIX A (THE ZONING ORDINANCE) OF THE
CITY OF DUBUQUE CODE OF ORDINANCES, BY REPEALING SECTION 2(D)(2)
OF ORDINANCE NO. 55-00 AND ENACTING A NEW SECTION 2(D)(2) IN LIEU
THEREOF PERTAINING TO THE TIME LIMIT FOR USE OF PORTABLE
CLASSROOMS AT HILLCREST FAMILY SERIVCES.
Whereas, Ordinance No. 55-00 was adopted on July 5, 2000, by the City Council
amending the ID Institutional District for Hillcrest Family Services; and
Whereas, Hillcrest Family Services has requested an amendment to the ID
Institutional District regulating the time limit for use of the portable classrooms in the ID
Institutional District.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Appendix A (the Zoning Ordinance) is hereby amended by
repealing Section 2(D)(2) of Ordinance No. 55-00 and enacting a new Section 2(D)(2) in
lieu thereof, as follows:
2(D)(2): All portable classrooms located in this ID Districtshall be removed
by Hillcrest Family Services no later than June 30, 2006.
Section 2. The foregoing amendment has heretofore been reviewed by the Zoning
Advisory Commission of the City of Dubuque, Iowa.
Section 3. This Ordinance shall take effect immediately upon publication as provided
by law.
