Spence, Leisure Services Manager SUBJECT: Golf Course Renovation Master Plan INTRODUCTION The purpose of this memorandum is to provide a recommendation on a consultant tb hire to do a renovation master plan for the Bunker Hill Golf Course. DISCUSSION The Fiscal Year 2003 capital improvement budget contains $29,000 to conduct a renovation study of the Bunker Hill Golf Course. A master plan will be developed that will provide cost estimates that will be used for budgeting purposes and to develop a phasing plan for the improvements. The following individuals served on the committee that reviewed the nine proposals that were submitted: Gil Spence, Leisure Services Manager Pat Prevenas, Recreation Division Manager George Stephenson, Golf Pro Bill Burke, Greens Superintendent KenTeKippe, Finance Director Lyle Galliart, Citizen Representative Gary Harjehausen, Park and Recreation Advisory Commission Of the nine proposals that were received, seven of the firms visited the golf course and discussed the project with staff prior to submitting their proposals For that reason, the committee did not conduct formal interviews. Brauer Golf Scapes not given RECOMMENDATION The committee recommends Gill Miller Golf Course Architects, Inc., to be hired to conduct the study and develop the master plan. The basic reasons for selecting this firm include: · extensive experience doing renovation master plans; · their approach to the study will provide a hole-by-hole assessment by which the recommended improvements will be determined; · an agronomist will be part of the design team to provide an evaluation to assess the issues of managing or eliminating poa annua from the golf course; · throughout the RFP process, they demonstrated a strong interest in our project and from their visit to Dubuque and written proposal, it seems they would be very easy to work with; and · with professional fees of $19,500, including expenses, $9,500 is left in the budget if additional topographic mapping is needed. I have spoken with three people from golf courses Gill Miller has worked with and received very positive recommendations. All three spoke of how easy Gill Miller is to work with, how professional they conduct themselves, and that the quality of their work is excellent. The Park and Recreation Advisory Commission concurred with this recommendation at their March 11th meeting. ACTION STEP The action requested is that the City Council approve hiring Gill Miller Golf Course Architects, Inc., to conduct a renovation of study and develop a master plan for the Bunker Hill Golf Course. Personally, and as a company, we would highly value this commission. It was a pleasure to meet with Mr. Prevenas, Mr. Burke, and yourself at the golf course last month. We appreciate your taking the time to visit with us about the proposed golf course renovation plan for the Bunker Hill Golf Course and for the opportunity to introduce our firm to you and to express our interest in this project. Undoubtedly many of firms submitting on this project have experience in, and have completed numerous golf course master plans as we have. I think what differentiates us from the other firms is our ability, personality, patience and diligence to initiate a logical process, work it through with the renovation committee, various governmental bodies and citizen groups, and see it through the budgeting and implementation phase to a meantngf~ conclusion. We have completed munidpal projects in Iowa for the City of Ankeny at Otter Creek Golf Course; the City of Cedar Falls in the design of Waiter's Ridge their new par 3 course; for the City of Waverly in the major renovation of the Waverly Mtmidpal Golf Course; at the City of Muscatine in the recent renovation of the 13t~ Hole at Muscatine Mtmidpal Golf Course; and most recently for the City of Bettendorf in the remodelling and renovation of the 11th hole and 15a' tee at Palmer Hills. Enclosed please find our proposal to provide golf course architectural services for the Bunker Hild Golf Course Renovation Study. In the proposal we have induded our qualifications and examples of some of our renovation and master planning projects. Under separate cover is our proposed fee basis: Our experience with similar projects will allow us to develop a plan that will meet the seven objectives and identified major concerns as stated in the request for proposal. page Proposal of Golf ~ourse Architectural Design Services Bunker Hill Renovation Study, City of Dubuque, Iowa February3, 2003 Based on my site observations and our conversations during the site visit 'we understand the following to be the some of the critical issues to be addressed: Drainage improvements, most importantly on holes 3, 10, 17 and 18 - e q On course conflicts in golfer drculation patterns between 10 green and 11 tees, and off course conflicts with play on holes 12 and 13 with Grandview Avenue Shading and related turf issues most notably on holes 4, 6, 12, 13, and 14 Poor green performance (puttable area, size, and slope) on holes 7 and 12 Upgrade of the irrigation control system Overall improvement and upgrade of turf quality and issues of dealing with poa annua. (As a part of our services, we will retain Mr. Paul Vermeulen, Agronomist and Mid Continent Director for the USGA, to complete a one day site visit and follow-up report on this issue.) In addition to the above and as part of the renovation study, Gill Miller, Inc will review cart path locations and entrance and exit points from greens - make recommendations for new cart path placement evaluate practice range expansion alternaEves - expand teeing surface, consider target greens and practice bunkers evaluate sequencing of holes and the speed of play improve tee complexes increasing size and optimizing location and variety in yardage to accommodate broader market segment evaluate means to add length to course evaluate means negotiate steep slope areas review bunker shapes and locations - suggest new locations to enhance strategic play evaluate and propose tree groupings to better define play strategy address safety and screening between congested play areas address implementation of the proposed improvements Our experience with similar projects will allow us to develop a plan, which will address these key issues and others in a way that will spedfically meet the needs and stated objectives .of the Leisure Services Department. We are confident that our references will verify a strong record of building consensus for golf course improvements on existing golf courses. Our proposal is divided into six parts: Introduction, Relative Project Experience, Work Plan, Time Schedule, Insurance, and Conclusion. Proposal of Golf Course Architectural Design Services Bunker Hill Renovation Study, City of Dubuque, Iowa February3, 2oo3 As we discussed at our site visit, we understand the City of Dubuque will provide current aerial photography and topographic mapping for our use if selected. All work will be produced in a digital format acceptable to the City. Given the commission we would commence work immediately on the project. As soon as weather permits we would complete our site assessment. In the interim we would evaluate practice range alternatives, tee and btmker expansion options, and tree massing locations. We estimate we could complete the master plan within 120 days, but ultimately the completion date will depend on the schedule of meetings and presentation dates with the renovation committee and City of Dubuque City Coundl as directed by Leisure Services staff. We are fully insured and licensed to work in the State of Iowa as Registered Landscape Architects. As indicated above we have extensive working experience in Iowa. Hol:e no. 5 Handicaps: The tees are aligned poorly to direct shots out of bounds. The landing area is not visable. There is a steep slope off the back of the green. Opportunities: The tees should be realigned to the landing area. The hillside should be cut back to open up the view of the fairway and landing area. The bunker on the left side should be reshaped and other bunkers added to discourage play along the left side of the hole. The green should be rebuilt. The cart path should be extended from no. 4 green to no. 5 tees. The hole finishes in nice proximit-y to the clubhouse. Handicaps: The hole plays as an akward dogleg that is reinforced by the trees in close proximaty to the property line. The tee area is congested with 8 green and 7 fairway. The left fairway bunker is out of play. The green sits on a plateau. Opportunities: A forward tee should be added. There is an opportunity to add two connected ponds on the left side of the hole to reinforce the dogleg while allowing the fairway to shift to the left.
