The MFC Board committed to fund the Assistant Director position going from .725 FTE to full time for a period of three years at a cost of$30,826 a year. This commitment ends June 30, 2018. In order to create a highly-functioning team, in the field of diversity, inclusion,and multicultural engagement, and focus on strengthening a socially and culturally vibrant and welcoming Dubuque, the Director needs one full-time employee to assist in meeting the demands of our community, city and the Center. The continuity of staff is important to the community and diversity work as well. Having a strong and competent team allows for the MFC to provide continuous high-quality programs, events, and resources to the community. More importantly, continuing the full-time Assistant Director will continue to improve the trusting relationships developed with our community members from different cultural backgrounds. Many cultural groups are very demanding of staff time, and the director attends many meetings to where the assistant director must fill that void. The full time Assistant Director can have a direct effect on the retention of the Director. The Assistant Director is an essential position at the MFC. They serve as second in command and lead day-to-day operation responsibilities at the Center including supervision of two Site Supervisors, AmeriCorps members and all volunteers(over 250/year). In addition to staffing responsibilities,the Assistant Director is the lead employee regarding several programs and events (for example: John Deere Career Fair, Monthly Food Pantry Program, Teen Nights, Future Talk Teen Empowerment Program, and Taste of the World), marketing,website management, as well as assist with grant writing/management and tracking performance outcomes. The MFC continues to see an increase in participation numbers in programs and events. The Assistant Director is directly involved in the increase of activities related to more programs, more volunteers, and more diverse participants. -129- A key component to the success of the City's Social/Cultural Vibrancy goal and MFC mission (building unity out of diversity) is the ability for staff(both Director and Assistant Director) to spend the necessary time to build relationships with cultural partners, strategic partners, businesses and organizations as well as relationships with individual visitors and families. This type of work often requires face-to-face, time consuming contact while cultural understanding gaps must be bridged and often, language differences must be managed. The Director is out in the community. The Assistant Director manages the Center day to day and builds relationships day in and day out at the Center. The MFC has increased involvement in community initiatives like Dubuque Works, Local College Access Network, Inclusive Dubuque, and Washington Neighborhood Development and continues to partner with more agencies and organizations as time allows. Unfortunately, however, due to time constraints,the MFC turns down several community outreach and cultural education opportunities because of staff scheduling limitations. The additional time from 29 hours a week to 40 hours a week provides necessary time to succeed in these areas. In September of 2014 the Center lost 2,513 hours of AmeriCorps members time as the new grant focused on 3rd Grade Reading went in to affect thus the capacity built with the increased hours of Assistant Director helped with this loss. Related Cost: $ 33,240 Tax Funds Recurring Recommend -Yes Property Tax Impact: $ 0.0133 0.13% Activity: Multicultural Family Center Significant Line Items Employee Expense 1. FY 2019 employee expense reflects a 1.5%wage package increase. 2. The Iowa Public Employee Retirement System (IPERS) City contribution increased from 8.93% in FY 2018 to 9.44% in FY 2019. This resulted in an increase of City IPERS expense of$899 in Multicultural Family Center. The employee contribution increased from 5.95% in FY 2018 to 6.29% in FY 2019. 3. The City portion of health insurance decreased from$1,325 in FY 2018 to $1,193 in FY 2019 per month per contract which results in an annual cost savings of-$3,180 or-10.0%. 4. The Multicultural Family Center Board provided $30,826 annually in support of the Assistant Director of the Multicultural Family Center to be full-time for three years. The three year time period has ended June 30, 2018. This budget recommendation includes the Assistant Director of the Multicultural Family Center permanently upgraded to a full-time employee (+$32,298). Supplies & Services 5. Utilities expense increased from $23,663 in FY 2018 to $17,202 in FY 2019 based on FY 2017 actual of$15,748 plus the anticipated rate increases for gas (5%) and electric (12.5%). Machinery & Equipment 6. Equipment replacement items include $375: Smart Phone and Accessories $ 375 Total Equipment $ 375 -130- Revenue 7. General Reimbursement Revenue includes contributions from the Multicultural Family Center Board of Directors for the Future Talk Coordinator $8,246. This line item decreased $(31,041) due to the Multicultural Board of Directors no longer paying the difference for upgrading the Assistant Director to full-time. -131- This page intentionally left blank. -132- LEISURE SERVICES RECREATION DIVISION Multicultural Family Center (MFC) Overview The mission of the MFC is to empower all families and community members of Dubuque to reach their potential and build unity out of diversity. The Center serves as an inviting and inclusive place for community members, stimulates connections and provides programs to foster civic engagement, social and economic success supporting a high quality of life. MFC is governed by a non-profit Board of Directors. Fifteen volunteer community members actively participate in the annual planning process and monthly committee meetings. Committees include Finance, Programming, Governance, Marketing and Development. The Board of Directors also assists with implementing and monitoring the MFC goals.
