Introduction
This memorandum transmits the 2017 Certified Local Government (CLG) Annual Report
for the City Council's review, and the Mayor's signature.
Backqround
The CLG annual report is a form submitted by all lowa CLGs to the State Historical
Society of lowa (SHSI). Under the CLG agreement with the State, the Historic
Preservation Commission is responsible for submitting an annual report that
summarizes the City of Dubuque's historic preservation work and accomplishments.
Discussion
City Planning Services Staff and Historic Preservation Commissioners attended
numerous trainings throughout the region, which speaks highly of the City of Dubuque's
commitment to preservation and sustainability.
Recommendation
The report is submitted for the City Council to review and authorize the Mayor to sign.
Please have the Mayor sign and date page six (6) of the report and return it to me. No
additional action is required. Planning Services Staff will forward the signed copy of the
2017 CLG Annual Report and supporting documents to the SHSI.

Section I.
Locating Historic Properties
Identification, Evaluation, and Registration Activity
CLG Standards found in CLG Agreement and National Historic Preservation Act
♦ The CLG shall maintain a system for the survey and inventory of historic and
prehistoric properties in a manner consistent with and approved by the STATE.
♦ The CLG will review National Register nominations on any property that lies in the
jurisdiction of the local historic preservation commission.
1. Please provide complete reports and site inventory forms from historic
identification/survey, evaluation, and/or registration/nomination projects that your
commission completed in 2017. Do not include projects that were funded with a CLG
grant or mandated by the Section 106 review and compliance process as we already
have these in our files.
The City of Dubuque Historic Preservation Commission completed the Eagle Point Park
Historic District National Register of Historic Places listing in 2017. The nomination is on
file with the State Historic Preservation Office.

In 2017 the City of Dubuque did not list any properties on its list of locally designated
historic landmarks and/or historic districts.
4. In 2017, what were the actions to revise, amend, change, or de -list a locally
designated property? Please attach documentation of the review and appeal process
and decisions made by the historic preservation commission, planning and zone
commission, city Council, District Court or other governmental agency or official

In 2017, there were no actions to revise, amend, change, or de -list a locally designated

Section II
Managing, Protecting, and Preserving Historic Properties
♦ The CLG will enforce all appropriate state and local ordinances for designating and
protecting historic properties
♦ The CLG shall provide for adequate public participation in the local historic
preservation programs
5. Did your city, county, LUD or its historic preservation commission undertake any of
the following activities in 2017? Please think broadly about this question and
include any activity (small or large) that facilitated historic preservation in your
community. This is your opportunity to boast about your accomplishments and get
credit for the great work you do! (use additional pages if needed)
a. Historic preservation planning. Examples include the development or revision of
a preservation plan, development of a work plan for your commission, etc. (use
additional pages if needed)
The Historic Preservation Commission continued efforts on their annual work
plan. All goals in the work plan have been accomplished, except for a Historic
Preservation Economic Impact Study. Commissioners and Staff developed a
partnership with Heritage Works, a local nonprofit agency whose mission is to

preserve, protect and promote historic architecture as one of the Dubuque
region's unique assets in attracting people, investment and jobs. The partnership
has developed a general scope of work and is developing resources for the
project. Results of the Economic Impact Study will be used to inform a
preservation plan.
b. Provided technical assistance on historic preservation issues or projects.
Examples include working with individual property owners, business owners,
institutions to identify appropriate treatments and find appropriate materials,
research advice, etc. Please be specific (use additional pages if needed).
The Commission and Planning Services Staff provided technical assistance to
property owners and developers on issues including funding sources, NPS
Preservation Briefs, Secretary of the Interior's Standards for the Treatment of
Historic Properties, and the City's Architectural Guidelines. Former Building
Services Manager Todd Carr consulted with the Commission, property owners
and developers regarding the City of Dubuque Historic Building Code.
c. Sponsored public educational programming in historic preservation. Examples
include training sessions offered to the public, walking tours, open houses,
lectures, Preservation Month activities, etc. (use additional pages if needed)
1. On April 3rd — 8th the City of Dubuque partnered with Dubuque Main Street, the
Dubuque Community School District, and local businesses and organizations to
host the annual "Architectural Days Program". The week-long event offers
professional speakers, presentations and tours designed to engage and inform
the public on architecture and historic preservation issues. City of Dubuque
Historic Preservation Commissioners and Staff assisted with programming and
attended events.
2. Five (5) Ken Kringle Historic Preservation Awards were presented at a special
ceremony held Tuesday April 4, 2017 at 6:00 p.m. Preceding the -ceremony was
a book signing and presentation by Larry Friedman and Katherine Fischer, co-
authors of the recently released "A.A. Cooper: Reinventing the Wheel:" The
book chronicles the rise of prominent Dubuque business man Augustin
Augustine (A.A.) Cooper and his wife, Mary Smith Cooper. The presentation
and award ceremony were held in the A.A. Cooper Wagon Work's Building at
285 Main St., Dubuque.

8. Are there any particular issues, challenges, and/or successes your preservation
commission has encountered or accomplished this year? (use additional pages if
needed)
The Historic Preservation Commission is particularly proud of the Eagle Point Park
Historic District being listed on the NRHP on November 27, 2017. The Commission
initiated the application as a high priority goal in their annual work plan. Eagle Point
Park is now one of 18 National Register Districts located in the city of Dubuque, which
has an additional 47 properties individually listed in the Register. The park contains 14
contributing buildings, 6 contributing sites, 5 structures, and 5 objects for a total of 30
contributing resources. Many of these resources were the vision and work of noted
landscape architect and then Dubuque Park Supervisor Alfred Caldwell. The 164 -acre
park, conceived in the City Beautiful style in 1909 by Charles Mulford Robinson and
Charles Nassau Lowrie, is truly unique and a treasure to Dubuque and the State of Iowa.
The nomination was long overdue for this much deserving site. Efforts began and stalled
numerous times since the 1980's. The Commission is ecstatic to have seen this
nomination through.

Historic Preservation Program Administration
• The CLG will organize and maintain a historic preservation commission, which must
meet at least three (3) times per year.
• The commission will be composed of community members with a demonstrated
positive interest in historic preservation, or closely related fields, to the extent
available in the community.
• The commission will comply with Iowa Code Chapter 21 (open meetings) in its
operations.
• Commission members will participate in state-sponsored or state -approved historic
preservation training activities.
