Chief of Police Mark Dalsing recommends City Council approval to submit the 2019
Governor's Traffic Safety Bureau grant application in the amount of$36,750. This grant
application requires no cash match.
The purpose of the Governor's Traffic Safety Bureau Grant is to assist local units of
government with grant funds for local traffic safety initiatives, including but not limited to,
training, overtime funds, equipment, and supplies.

INTRODUCTION:
The purpose of this memorandum is to request City Council consideration for the
approval of the 2019 Governor's Traffic Safety Bureau (GTSB) grant application. The
one year grant amount is $36,750 and requires no cash match.
BAC KG RO U N D:
For the past several years, the police department has participated with the National
Highway Traffic Safety Administration and the State of lowa, allowing the department to
obtain funding for overtime, equipment and training for various unfunded prevention and
enforcement activities. Previously, grant funding was renewed every few years. The
National Highway Traffic Safety Administration (NHTSA) recently changed their
application requirements, and require that new applications be submitted annually to
apply for federal funding.
The purpose of the GTSB Grant is to assist local units of government with grant funds
for local traffic safety initiatives, including but not limited to, training, overtime funds,
equipment, and supplies.
DISCUSSION:
The grant application requests overtime funding for special traffic enforcement projects
targeting alcohol/drugs, speed, stop signs, stop lights and other moving violations;
officer training programs and radars used for speed enforcement.
RECOMMEN DATION:
The 2019 GTSB grant provides the Police Department an opportunity to request funds
to support traffic safety initiatives. I recommend City Council approval to submit the
application by the due date of February 28, 2018, in the amount of$36,750.

The Dubuque Police Department wants ro continue to decrease the amount of property and personal injury accidents that
occur within our City. Data shows that our accidents have decreased every year since 2015 where we investigated 1891
accident. In 2016 1695 accidents were investigated and in 20V 1669 accidents investigated. Thls we feel is reflective of
our traffic enforcement efforts,which is partially funded by our 402 GTSB Grant.
From 2015 to 2016 our OWI arrests increased from 275 to 335. In 2�17 we dropped to 319. Our hope is that enforcement
and education might have contributed but time will tell.We still feel as a department that it is important to take impaired
drivers off of the road and GTSB funding aids us in that cause.

Our hope is to continue the downward trend of accidents within the City of Dubuque.To do this, increasing traffic
enforcement is key. Statistical data in both of theses areas are easy to produce and measure.Through the tracs system we
are also able to identify our most dangerous intersections an streets and provide extra enforcement in those areas.

With continued funding the City of Du6uque hopes to continue decreasing the number of accidents and increase OWI
enforcement to aid in the safety of our citizens.
After identifying our most dangerous intersections and roadways we will direct overtime enforcement funded by the GTSB
into those areas.We hope to increase nighttime enforcement to address these issues and increase our alcohol contacts.
Funding will also enable us to purchase two additional moving radars to aid in speed enforcement.

The Dubuque Police Department and the GTSB has continually had a positive working relationship over the last 10 plus
years. Grants received through the GTSB have not only helped the City with traffic enforcement projects but also with child
safety seat projeds, bike helmets, in car video systems and radars which have provided more safety for officers and the
public. Continued support of our efforts by the GTSB helps the department accomplish traffic safety goals that might not be
met without the GTSB's assistance.
