Special meetings may be called by the chairperson or at the � written request of a majority of the commissioners. '� � C. Open Meetings. All meetings must be called and held in conformance with the � lowa Open Meetings Law. D. Attendance. 1. In the event a commissioner has been absent for three (3) or more � consecutive meetings of the commission, without being excused by the � chairperson, such absence will be grounds for the commission to recommend to the city council that the position be declared vacant and a replacement appointed. � 2. I would be addressing you in person but the off-year caucus is tonight and I am my precinct Chair. Born and raised in Cascade, lowa, I graduated from Dubuque Senior High School, attended the University of Dubuque, and years later, received my Bachelor of Science in Nursing from Clarke College, now Clarke � University. I started my professional career at the lowa City Veteran's Hospital, transferred to the Indian Health Service, F then returned to Rockford Memorial Hospital. The majority of that time was spent in the emergency rooms of � underserved areas where I learned a lot from the patients I met and the friends I made. After retiring to Dubuque where I had established friendships through volunteering at Dubuque Area � Residential Care, St. Anthony's School, and the Dubuque Catholic Worker House, I re-connected with the i Dubuque Branch of the NAACP. �hortly after that, busloads of children fleeing for their lives crossed the border of Mexico into the United States and Dubuque for Refugee Children was born. That organization � continues to advocate for undocumented minors as well as for those we assisted in getting green cards. II The issue of safe, affordable housing continues to be of major importance for them and for all people of color who are I struggling to give their children a better life. Dubuque has been tasked with the unique challenge of inviting area ;� landlords to the table in order to help them see the benefits of providing safe homes and apartments for all people, i throughout the city, not just in prescribed areas.
