ROLL CALL: Present: Directors Steven Drahozal, Neal Patten, Rachel Boeke, Curt
Kiessling, Brian Noonan, Ryan Peterson CCWMA Administrators Eric Schmechel and
Dean Mattoon. Absent: Dave Ruden, Pat Simon
CALL TO ORDER: Kiessling called the meeting to order at 4:15pm (Meeting Minutes
were tabled from December 2017 Meeting)
ACTION ITEMS:
Cover crop payments were discussed. The Board approved all cover crop applications that were
submitted. Motion was made by Kiessling and seconded by Drahozal.
Soil Quality Restoration(SQR)payment was approved far the first completed SQR project in
CatFish Creek. Motion made by Peterson, seconded by Kiessling.
Karl Overbrockling applied for and installed a sediment control basin. NRCS surveyed and
designed project and final inspection was completed. Payment shall be made to Karl after he signed
the approved maintenance document. Motion made by Kiessling seconded by Peterson.
ITEMS FROM THE PUBLIC:
Barb Scholl and Diane Mohr came to speak to the Board in regards to an approved bike
trail project at the Interstate Forest Preserve. This piece of ground is managed by the
Dubuque County Conservation Board and is discussed in the CaYfish Creek Watershed
Management Plan. Barb gave some background on the property with her family owning
the piece of property before it was turned over to the Interstate company. Their main
concerns were damage to the ecosystem of the area, erosion control and stormwater runoff,
and additional traffic/parking. The board did not have very much knowledge of the
project. The board asked Schmechel and Mattoon to reach out to Brian Preston and invite
him to the neat meeting to share what the short and long term goals are of the property and
the trail. Discussion followed.
ITEMS FROM STAFF:
Schmechel passed around a draft of a proposed maintenance agreement that could be used
for all structural BMPs that are funded through the SRF funds. Schmechel informed the
board that this documentation is necessary for the use of SRF funds on structural
conservation projects. The Board reviewed the document and asked if the City of
Dubuque attorney would review.
Schmechel and Mattoon discussed a new grant opportunity that NRCS released in late
December. Up to 3 million dollars is available for the state of Iowa to address
conservation concerns in watersheds. Schmechel and Mattoon discussed the possibility of
using these funds for additional modeling wark in the watershed (ACPF) and hiring a part
time person to assist with developing a farmer led watershed group that assists with the
management planning. The board suggested if Mattoon and Schmechel have time, apply
for the grant. A letter of support would be generated if necessary.
