CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m. February 7, 2018 in the
Historic Federal Building, 350 W. 6�h Street.
Present: Mayor Buol, Council Members Del Toro, Jones, Larson, Resnick, Rios; Shaw;
City Manager Michael Van Milligen
Mayor Buol read the call and stated this is a special session of the City Council called for
the purpose of discussing various City Departmental Fiscal Year 2019 budgets.
PUBLIC HEARINGS
FISCAL YEAR 2019 DEPARTMENTAL BUDGET REVIEW
Fiscal Year 2019 City departmental budgets were presented by staff from the following
departments:
1 . Information Services: Chris Kohlmann, Information Services Manager: Ms.
Kohlmann responded to questions from the City Council following her presentation.
2. City Attorney's Office (Legal): Crenna Brumwell, City Attorney: Ms. Brumwell
responded to questions from the City Council following her presentation and addressed the
progressing status of the departmental budget since the 2017 staff restructuring.
3. City Manager's Office: Teri Goodmann, Assistant City Manager; Cori Burbach,
Assistant City Manager/Sustainability Coordinator; Jerelyn O'Connor, Neighborhood
Development Specialist; Randy Gehl, Public Information Officer; Jenny Larson, Budget
Director; Nikki Breitsprecker, GIS Coordinator; and Randy Peck, Personnel Manager. The
City Manager and staff responded to questions from the City Council following the
departmenYs presentation.
Council Member Del Toro stated that he would like the Capital Improvement funding for
the All America City award be held for further discussion at the February 28 final budget
hearing. City Manager Van Milligen offered to provide information to the Council illustrating
the benefits to the City of receiving such an award.
4. City Council: Michael Van Milligen, City Manager briefly explained the City Council
FY19 budget recommendation, specifically the fluctuation caused by moving the Sister City
funds to the City Clerk's Office budget.
5. City Clerk's Office: Kevin Firnstahl, City Clerk.
6. Cable N Division: Craig Nowack, Cable TV Coordinator provided a video compiled
by staff demonstrating the capabilities of the Division and its newly purchased drones.
Following each presentation, Mayor Buol called for public input.
There being no further business, upon motion the City Council adjourned at 9:00 p.m.
