CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:00 p.m. February 8, 2018 in the
Historic Federal Building, 350 W. 6�h Street.
Present: Mayor Buol, Council Members Del Toro, Jones, Larson, Resnick, Rios; Shaw;
City Manager Michael Van Milligen
Mayor Buol read the call and stated this is a special session of the City Council called for
the purpose of discussing various City Departmental Fiscal Year 2019 budgets.
PUBLIC HEARINGS
FISCAL YEAR 2019 DEPARTMENTAL BUDGET REVIEW
Fiscal Year 2019 City departmental budgets were presented by staff from the following
departments:
1 . Carnegie-Stout Public Library: Susan Henricks, Library Director. Following
discussion, the City Council reached consensus on holding over Improvement Package 4 of
7 Author Visits in Adult Programming for further discussion to the February 28 final budget
hearing.
2. Planning Services: Laura Carstens, Planning Services Manager. Following her
presentation, Ms. Carsens stated that hard copies of the Dubuque 2032 Comprehensive
Plan are available for $20 from the department, on free CDs or downloaded for free from the
City's webpage.
3. Finance Department: Jean Nachtman, Finance Director.
4. Human Rights Department: Kelly Larson, Human Rights Director. Responding to
questions from the City Council, Ms. Larson offered to look at some alterations to the online
citizen complaint form. City Manager Van Milligen stated that the Human Rights Department
could be asked to provide input regarding proposed redevelopment of the North End
Neighborhood and offered information on City-wide and partnering housing programs
already available that address concerns about gentrification.
5. Dubuque Regional Airport: Robert Grierson Airport Manager. Mr. Grierson
responded to questions from the City Council following his presentation.
Council Member Del Toro requested Improvement Package 1 of 1 for additional marketing
funds be held for further discussion at the February 28, final budget hearing. The City Council
discussed reaching consensus on adding an unrecommended budget request into the budget
at the time iYs presented versus identifying an item for further discussion to determine
funding changes at the final public hearing. City Manager Van Milligen noted that the amount
of property tax impact for each improvement packages is stated in the individual departmenYs
budget outlines to aid the Council in determining the amount of property tax impact if a
corresponding funding cut isn't identified.
6. Health Services: Mary Rose Corrigan, Public Health Specialist. Ms. Corrigan
responded to questions from the City Council following her presentation.
Following each presentation, Mayor Buol called for public input.
There being no further business, upon motion the City Council adjourn at 9:44 p.m.
