REGULAR SESSION

City Council Chamber, Historic Federal Building
Commissioners Present: Chairperson Emily Hilgendorf, Commissioners Christina
Monk, Kayla Morrison, AI Kopcyzk, John McAndrews, Juan Nieto, and Joseph Rapp.
Commissioners Excused: David Klavitter.
Commissioners Unexcused: None.
Staff Members Present: Laura Carstens and David Johnson.
CALL TO ORDER: The meeting was called to order by Chairperson Hilgendorf at 532
p.m.
INTRODUCTION OF NEW COMMISSIONER: The Commission welcomed new
Commissioner Kayla Morrison.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying
the meeting was being held in compliance with the lowa Open Meetings Law.
MINUTES: Motion by Nieto, seconded by Monk, to approve the minutes of the
December 21, 2017 meeting as submitted. Motion carried by the following vote: Aye —
Rapp, Monk, McAndrews, Nieto, and Hilgendorf; Nay — None; Abstain — Kopcyzk and
Morrison.
DESIGN REVIEW: Application of Larry Ikonomopoulos for a Certificate of
Appropriateness to reconfigure the storefront for property located at 345 Main Street in
the Old Main Historic District.
Staff Member Johnson reviewed the staff report. Andrew McCready, 563 Design, 1268
Locust Street presented the application. He explained the treatment approach and need
to make the building more ADA accessible in the front. He stated they reviewed a
number of solutions and this was the best alternative to meet code and preserve
features.

The Commission asked whether any new pressed copper will be needed. Mr. McCready
stated they hoped to be able to salvage enough to not need any new copper. He stated
the transoms will not be touched.
Motion by Nieto, seconded by Monk, to approve the Certificate of Appropriateness to
reconfigure the storefront located at 345 Main Street as submitted. Motion carried by the
following vote: Aye — Rapp, Kopcyzk, Monk, McAndrews, Morrison, Nieto, and
Hilgendorf; Nay — None.
DESIGN REVIEW: Application of Gary Bechtel, 538 Wilbur, for a Certificate of
Appropriateness for kitchen and porch additions in the W. 11�h Street Historic District.
Staff Member Johnson reviewed the staff report. Gary Bechtel, 538 Wilbur Street
presented the application. He reviewed the proposed changes. He was able to find only
one historic image, and it was taken from downtown. He explained the original porch
was a wraparound porch as currently proposed. The original porch was removed, but
the proposed porch will restore it close to the original. The proposed porch is slightly
shorter on the south side. He explained he was able to see trellis trim ornamentation on
the porch which is being replicated.
He explained the roof form was chosen to preserve the visual appeal of the original
windows on the second story. The Commission asked about the beam pockets remnant
on the building. Mr. Bechtel stated those are left over from the replacement porch.
Motion by Nieto, seconded by Monk, to approve the Certificate of Appropriateness for
kitchen and porch additions as submitted. Motion carried by the following vote: Aye —
Rapp, Klavitter, Kopcyzk, Monk, McAndrews, Morrison, Nieto, and Hilgendorf; Nay —
None.
DESIGN REVIEW: Application of Clyde Kay for a Certificate of Appropriateness to
shorten a window on the south side of the home located at 1206 Prairie Street in the
W. 11�h Street Historic District.
The applicant or property owner was not present.
Motion by Nieto, seconded by Rapp, to table the application to the next meeting. Motion
carried by the following vote: Aye — Rapp, Kopcyzk, Monk, McAndrews, Morrison,
Nieto, and Hilgendorf; Nay — None.
ITEMS FROM COMMISSION:
NAPC Forum: The Commission discussed the conference noting the city received a
grant for four Commissioners to attend the conference. Staff Member Carstens
reviewed the CLG grant requirements and program. She reviewed the conference costs
and sessions. Staff Member Carstens explained three Commissioners previously

expressed interest in going and the Commission requested the item remain on future
agendas to keep it front of mind for Commissioners. The Commission and Staff
discussed the benefits of the NAPC and training.

ITEMS FROM STAFF:
Ken Krinqle Historic Preservation Awards: Staff Member Johnson provided an overview
of the Ken Kringle Historic Preservation Awards. He noted eligible projects the
Commission may want to consider for this year's nominations. The Commission
discussed the projects.
Commissioner Rapp noted the St. Michael statue is still in progress. They are working
on the sword and new doors for the grotto. The Commission discussed 648 Chestnut
noting they repaired and painted the siding, repaired windows and installed a new front
door. The Commission discussed 19 Locust Street. Commissioner Rapp stated the
building dates to 1866-1867, and the property owner, Ken Lin, restored the front porch
and rehabilitated the building.
By consensus, the Commission supported the nominations suggested in the staff
memorandum and the addition of 19 Locust Street and 648 Chestnut Street. The
Commission requested confirmation of the nominations at the next meeting.
Buildinq Services Historic Preservation Commission Enforcement Report: Staff Member
Johnson reviewed the Building Services Historic Preservation Enforcement Report.
Planninq Services Staff Approvals: Staff Member Johnson reviewed recent staff
approvals.

ADJOURNMENT: Motion by Monk, seconded by Nieto, to adjourn the January 18,
2018 Commission meeting. Motion carried by the following vote: Aye — Kopczyk,
Monk, Morrison, McAndrews, Nieto, Rapp, and Hilgendorf; Nay — None.
