2 12 18 City Council Proceedings Official_Special Budget 3 CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:00 p.m. February 12, 2018 in the Historic Federal Building, 350 W. 6th Street. Present: Mayor Buol, Council Members Del Toro, Jones, Larson, Resnick, Rios; Shaw; City Manager Michael Van Milligen. Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting the FY19 CDBG Annual Action Plan public hearing and discussing various FY19 City Departmental budgets. PUBLIC HEARING 1. Community Development Block Grant- Fiscal Year 2019 Annual Action Plan: Proof of Publication on notice of public hearing to approve a Resolution to include the Fiscal Year 2019 Community Development Block Grant Annual Action Plan in the City of Dubuque's Fiscal Year 2019 budget and the City Manager recommending approval. Motion by Resnick to receive and file the documents and adopt Resolution No. 32-18 Adopting the Fiscal Year 2019 (Program Year 2018) Community Development Block Grant (CDBG) Annual Action Plan. Seconded by Jones. CDBG/Housing Choice Voucher Supervisor Erica Haugen provided a presentation about the purpose and history of the program. During public input, Corlita Schumacher, 2109 Washington and Housing Commission member; and Ed Anderson, 2515 Stafford, provided personal accounts of how they benefited from the program and the opportunities available. Motion carried 7-0. RESOLUTION NO. 32-18 ADOPTING THE FISCAL YEAR 2019 (PROGRAM YEAR 2018) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN FOR INCLUSION IN THE CITY BUDGET Whereas, the City of Dubuque has, through a series of public meetings and hearings, proposed a Fiscal Year 2019 (Program Year 2018) Community Development Block Grant Annual Action Plan for inclusion in the City Budget addressing housing and non-housing needs in the community; and Whereas, the City Council has held a public hearing on the proposed plan on February 12, 2018. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1 . That the Community Development Block Grant Fiscal Year 2019 (Program Year 2018) Annual Action Plan, attached hereto as Exhibit A and by this reference made a part hereof, is hereby adopted for inclusion in the Fiscal Year 2019 City Budget on February 28, 2018. Section 2. That Fiscal Year 2019 Annual Action Plan is based on an estimated entitlement and may need to be amended prior to submission to the United States Department of Housing and Urban Development to reflect the actual entitlement amount awarded; and, Section 3. The amended plan will be prepared and reviewed in accordance with the adopted Citizen Participation Plan prior to submission to the United States Department of Housing and Urban Development; and Section 4. The City Manager is hereby authorized to directed staff to prepare and submit to the United States Department of Housing and Urban Development the Fiscal Year 2019 (Program Year 2018) Annual Action Plan with all related documents, for the use of Community Development Block Grant funds based on this adopted budget and execute standard contracts and agreements. Firnstahl, City Clerk FISCAL YEAR 2019 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2019 City departmental budgets were presented by staff from the following departments: 1. Housing & Community Development Department: Alvin Nash, Housing and Community Development Director; Kim Glaser, Lead Hazard Control/Health Homes Program Manager; Ermina Soler, Circles© Program Coordinator. Staff responded to questions from the City Council. During public input, Lynn Sutton, 525 W. Locust; and Tom LoGuidice, 786 Stone Ridge Place, expressed concerns about housing inspections and the Housing Choice Voucher program. Staff responded to questions from the City Council. 2. Transportation Services (Transit & Parking Divisions): Candace Eudaley Loebach, Transportation Services Manager. During public input, Jonathon McCoy, 261 Main Street, and member of the Downtown Merchants Association requested consideration for parking incentives, discounts or validating. He also requested discontinuing the Night Rider program stating that it was a misappropriation of funding to support the route that he believes is unncessary. Greg Orwoll, Executive Director of DuRide, provided information on the success of the DuRide program and thanked the City Council for its support. Keith Gutierrez, owner of 7 Hills Seafood & Brewery, Co., 1085 Washington Street, expressed his concerns about what he believes is a lack of transparency on the part of City construction contracts favoring contractors. Ms. Eudaley responded to questions from the City Council. 3. Economic Development Department: Maurice Jones, Economic Development Director, Jill Connors, Project Coordinator; Debra Alleyne, Arts & Cultural Affairs Coordinator, and Cindy Kramer, Confidential Account Clerk. During public input, Arts and Cultural Affairs Advisory Commission member Ellen Henkels expressed her support for continued funding of arts and culture programs and working toward discovering outside funding streams.
